HOUSE RESOLUTION NO. 123
BY REPRESENTATIVE PATRICIA SMITH
COMMENDATIONS:  Commends YouthBuild Capital City participants
A RESOLUTION1
To commend YouthBuild Capital City participants upon their outstanding accomplishments2
and for making the effort to rebuild their lives and communities.3
WHEREAS, YouthBuild Capital City is a federally funded program administered by4
the East Baton Rouge Parish Housing Authority that targets at-risk young adults between the5
ages of seventeen and twenty-four who are at an eighth grade or lower reading level and6
have yet to receive their high school diplomas; and7
WHEREAS, the goals of YouthBuild Capital City are to provide students with8
educational assistance and direction in achieving a G.E.D., which is an essential step toward9
a meaningful, rewarding, and sustainable future, and to offer them training to obtain a career10
in the trade of construction; and11
WHEREAS, YouthBuild Capital City begins the process of moving the students into12
the career of construction by utilizing the National Center for Construction Education and13
Research (NCCER), which is both a state and nationally recognized core curriculum and a14
basic Trainee Apprenticeship Preparation (TAP) that includes safety, construction math,15
introduction to hand and power tools, and rigging and blueprint reading; and16
WHEREAS, in addition to classroom and lab training, participants also receive17
OSHA training and certification for construction and begin actual on-the-job training as18
crews working on refurbishing projects for the East Baton Rouge Parish Housing Authority;19

WHEREAS, YouthBuild Capital City works diligently with the students of the1
program to help them develop an understanding and mastery of day-to-day life and job2
skills, including social skills, effective ways to do job searching, effective completion of3
employment applications, interview etiquette, and fiscal responsibility; and4
WHEREAS, through perseverance and their involvement with YouthBuild Capital5
City, these young adults have formed a solid foundation which will serve them well in their6
future endeavors.7
THEREFORE, BE IT RESOLVED that the House of Representatives of the8
Legislature of Louisiana does hereby commend YouthBuild Capital City participants for9
their outstanding accomplishments and for making the effort to rebuild their lives and10
communities. 11
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted12
to YouthBuild Capital City.13
