HOUSE RESOLUTION NO. 5

CONDOLENCES:  Expresses condolences upon the death of Judge Julian Edwin Bailes
A RESOLUTION1
To express sincere and heartfelt condolences upon the death of Judge Julian Edwin Bailes2
of Natchitoches.3
WHEREAS, it was with deep regret and profound sorrow that the members of the4
Louisiana House of Representatives learned of the death of Judge Julian Edwin Bailes of5
Natchitoches on Monday, February 1, 2010, at the age of ninety-five; and6
WHEREAS, born in Longview, Texas, Judge Bailes was a lifelong resident of7
Natchitoches Parish; and8
WHEREAS, Judge Bailes attended Natchitoches High School, the Louisiana Normal9
College, and the Louisiana State University School of Law; and10
WHEREAS, while working his way through law school as an elevator operator at the11
Louisiana State Capitol, Judge Bailes was an eyewitness and the last surviving witness of12
the assassination of Huey P. Long; and13
WHEREAS, during World War II, Judge Bailes served with great pride and valor for14
four years in the United States Army as a first lieutenant and rifle company commander, and15
his service included a year of combat in Europe; and16
WHEREAS, Judge Bailes participated in the Battle of the Bulge in the United States17
Seventh Army, and he was wounded in an artillery strike and awarded two Purple Hearts;18

WHEREAS, after surgery and a brief convalescence, Judge Bailes returned to the1
front lines to rejoin his unit in combat, ending in Berlin as the Allied Forces secured victory2
in the European theater; and3
WHEREAS, following World War II, Judge Bailes returned to Natchitoches,4
resumed his law practice, and subsequently served at all levels of the judiciary in the state5
of Louisiana, including city court, district court, court of appeals, and the Louisiana Supreme6
Court; and7
WHEREAS, Judge Bailes was one of the longest serving judges in the state of8
Louisiana, serving with great distinction for forty-nine highly effective years; and9
WHEREAS, Judge Bailes is survived by five children, Georgia Ann Bailes and her10
husband, Homer, Juliana Bailes Lipe and her husband, Jim, Sara Nell Bailes Williams and11
her husband, Joseph Payne, Dr. Julian Edwin Bailes, Jr., and his wife, Colleen, and Emily12
Bailes Haines and her husband, Paul; eighteen grandchildren; twenty-one great-13
grandchildren; and an array of extended family members and friends; and14
WHEREAS, Judge Bailes was preceded in death by his beloved wife of sixty-two15
years, Nell Sandefur Bailes; his parents, Larry Thaddeus Bailes and Ethel Ballard Bailes; his16
first wife, Georgia Butler Bailes; five brothers, Larry Thaddeus Bailes, Jr., Allison Arthur17
Bailes, Russell Frederick Bailes, Louis Wilburn Bailes, and Milton George Bailes; and his18
sister, Ruby Clarice Bailes; and19
WHEREAS, although the death of Judge Julian Edwin Bailes has left a tremendous20
void, his legacy shall live long in the hearts and minds of the countless individuals whose21
lives he touched with integrity and fairness and with his exemplary service to the city of22
Natchitoches, the state of Louisiana, and the United States of America.23
THEREFORE, BE IT RESOLVED that the House of Representatives of the24
Legislature of Louisiana does hereby express sincere and heartfelt condolences upon the25
death of Judge Julian Edwin Bailes of Natchitoches, does hereby recognize and record for26
posterity his outstanding accomplishments and singular contributions, and does hereby27
extend enduring appreciation for the pride and honor that this wonderful man will forever28
bring to his family, friends, community, state, and nation.29 HLS 10RS-889	ORIGINAL

BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted1
to the family of Judge Julian Edwin Bailes.2
