HOUSE RESOLUTION NO. 5
BY REPRESENTATIVE NOWLIN
A RESOLUTION
To express sincere and heartfelt condolences upon the death of Judge Julian Edwin Bailes
of Natchitoches.
WHEREAS, it was with deep regret and profound sorrow that the members of the
Louisiana House of Representatives learned of the death of Judge Julian Edwin Bailes of
Natchitoches on Monday, February 1, 2010, at the age of ninety-five; and
WHEREAS, born in Longview, Texas, Judge Bailes was a lifelong resident of
Natchitoches Parish; and
WHEREAS, Judge Bailes attended Natchitoches High School, the Louisiana Normal
College, and the Louisiana State University School of Law; and
WHEREAS, while working his way through law school as an elevator operator at the
Louisiana State Capitol, Judge Bailes was an eyewitness and the last surviving witness of
the assassination of Huey P. Long; and
WHEREAS, during World War II, Judge Bailes served with great pride and valor for
four years in the United States Army as a first lieutenant and rifle company commander, and
his service included a year of combat in Europe; and
WHEREAS, Judge Bailes participated in the Battle of the Bulge in the United States
Seventh Army, and he was wounded in an artillery strike and awarded two Purple Hearts;
and
WHEREAS, after surgery and a brief convalescence, Judge Bailes returned to the
front lines to rejoin his unit in combat, ending in Berlin as the Allied Forces secured victory
in the European theater; and
WHEREAS, following World War II, Judge Bailes returned to Natchitoches,
resumed his law practice, and subsequently served at all levels of the judiciary in the state ENROLLEDHR NO. 5

of Louisiana, including city court, district court, court of appeals, and the Louisiana Supreme
Court; and
WHEREAS, Judge Bailes was one of the longest serving judges in the state of
Louisiana, serving with great distinction for forty-nine highly effective years; and
WHEREAS, Judge Bailes is survived by five children, Georgia Ann Bailes and her
husband, Homer, Juliana Bailes Lipe and her husband, Jim, Sara Nell Bailes Williams and
her husband, Joseph Payne, Dr. Julian Edwin Bailes, Jr., and his wife, Colleen, and Emily
Bailes Haines and her husband, Paul; eighteen grandchildren; twenty-on e great-
grandchildren; and an array of extended family members and friends; and
WHEREAS, Judge Bailes was preceded in death by his beloved wife of sixty-two
years, Nell Sandefur Bailes; his parents, Larry Thaddeus Bailes and Ethel Ballard Bailes; his
first wife, Georgia Butler Bailes; five brothers, Larry Thaddeus Bailes, Jr., Allison Arthur
Bailes, Russell Frederick Bailes, Louis Wilburn Bailes, and Milton George Bailes; and his
sister, Ruby Clarice Bailes; and
WHEREAS, although the death of Judge Julian Edwin Bailes has left a tremendous
void, his legacy shall live long in the hearts and minds of the countless individuals whose
lives he touched with integrity and fairness and with his exemplary service to the city of
Natchitoches, the state of Louisiana, and the United States of America.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby express sincere and heartfelt condolences upon the
death of Judge Julian Edwin Bailes of Natchitoches, does hereby recognize and record for
posterity his outstanding accomplishments and singular contributions, and does hereby
extend enduring appreciation for the pride and honor that this wonderful man will forever
bring to his family, friends, community, state, and nation.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to the family of Judge Julian Edwin Bailes.
