HOUSE RESOLUTION NO. 50
BY REPRESENTATIVE LEBAS
COMMENDATIONS:  Commends Anna Normand for being named Udall Scholar
A RESOLUTION1
To commend LSU junior Anna Normand of Opelousas upon her being named a Udall2
Scholar by the Morris K. Udall and Stewart L. Udall Foundation.3
WHEREAS, Anna Normand, a graduate from Westminster Christian Academy in4
Opelousas, Louisiana, is a junior chemistry major in the LSU Honors College; and5
WHEREAS, Anna Normand, in her three years at LSU, has maintained a 4.0 grade6
point average in her chosen field, chemistry with an environmental concentration, through7
the Honors College; and8
WHEREAS, Ms. Normand, after her anticipated graduation in May of 2011, plans9
to pursue a Ph.D. in environmental science concentrating on wetland science and policy in10
the hopes of working for Louisiana's Coastal Protection and Restoration Authority to help11
preserve and protect Louisiana's coastal areas; and12
WHEREAS, not wanting to wait until she has earned her degrees and is gainfully13
employed in her area of interest, Ms. Normand has already began her efforts to protect and14
preserve Louisiana's coastal areas through her public service efforts including the creation15
of Louisiana Marsh University, a service trip that brought thirty LSU students to plant beach16
grass on Grand Isle in an effort to stabilize the marsh areas of the state's only remaining17
inhabited barrier island and her participation in the annual Acorns for Hope bike ride across18
Louisiana where the riders plant live oak saplings in an effort to perpetuate Louisiana's grand19

WHEREAS, in addition to Ms. Normand's academic pursuits, she has been a Focus1
Area Chair of Civic and Social Awareness for Volunteer LSU, a mentor and research scholar2
in the LA-STEM Research Scholars Program, a service officer in the LSU Army Scotch3
Guard; and serves as a member of the LSU Mortar Board; and4
WHEREAS, Ms. Normand volunteered her time and effort to contribute to LSU's5
post-Hurricane Katrina relief efforts where she helped create supply drives, volunteered at6
distribution centers, baked for hurricane shelters, worked at LSU's make-shift triage, all the7
while trying to help her own displaced family; and8
WHEREAS, Ms. Normand was part of the LSU Gustav Hurricane Disaster Volunteer9
team; after Hurricane Ike, was a leader with Volunteer LSU during a weekend trip to10
Galveston for relief efforts where she led a site team of twelve volunteers at an 80-year old11
woman's house which, seven months after the storm, still housed all of her water-damaged12
belongings; and13
WHEREAS, in addition to assisting in LSU hurricane relief efforts, Ms. Normand14
also helped in the St. Landry Parish Hurricane Katrina and Rita relief efforts acting as a15
donation collector and student volunteer; has volunteered as director of the LSU Bunny Bash16
party at the Louisiana School for the Deaf and has served as director of the LSU Military17
Kids Letter Writing Campaign; and18
WHEREAS, the Udall Foundation is an independent federal agency established by19
Congress in 1992 to provide federally funded scholarships for college students intending to20
pursue careers related to the environment and offers scholarships up to $5,000 for the21
recipient's junior or senior year awarded by a 14-member independent review committee;22
and23
WHEREAS, since the scholarship program began in 1996, there have been one24
thousand one hundred fifty-five scholarships awarded, and this year, there were eighty Udall25
Scholars selected from a record five hundred thirty seven candidates nominated by two26
hundred fifty-six colleges and universities; and27
WHEREAS, it is a great honor for Anna Normand to have been chosen for a Udall28
Scholarship, an honor for which the Louisiana Legislature, LSU, and the state of Louisiana29

THEREFORE, BE IT RESOLVED that the House of Representatives of the1
Legislature of Louisiana does hereby commend LSU junior Anna Normand of Opelousas2
upon her being named a Udall Scholar by the Morris K. Udall and Stewart L. Udall3
Foundation.4
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted5
to Anna Normand.6
