HLS 10RS-3067 ORIGINAL Page 1 of 2 Approved 5-25-10 Regular Session, 2010 HOUSE STUDY REQUEST NO. 1 BY REPRESENTATIVE AUSTIN BADON COASTAL RES/COASTAL ZONE: Study the impacts of borrow pits A STUDY REQUEST1 To the House Committee on Natural Resources and Environment to study the social,2 economic, and environmental impacts of borrow excavated for material to supply3 levee and flood wall projects, and to report its findings to the House of4 Representatives prior to the convening of the 2011 Regular Session of the5 Legislature of Louisiana.6 WHEREAS, the United States Army Corps of Engineers (Corps) has identified7 borrow areas that contain suitable material that can be excavated to supply federal levee and8 flood wall projects; and9 WHEREAS, this action resulted from the need to provide a total of more than one10 hundred million cubic yards of suitable clay for projects that include the completion and11 improvement of hurricane protection levees in southeastern Louisiana; and12 WHEREAS, the Corps believes the excavation of material from borrow areas is13 necessary for project construction to ensure one-hundred-year level of flood protection for14 local communities; and15 WHEREAS, partially due to transportation cost concerns, these borrow pits are16 being excavated in the neighborhoods and communities seeking the protection these projects17 provide; however, the resulting pits represent a determent in terms of safety to the residents,18 to property values, and overall quality of life.19 THEREFORE, the House of Representatives of the Legislature of Louisiana requests20 the House Committee on Natural Resources and Environment to study the social, economic,21 HLS 10RS-3067 ORIGINAL HSR NO. 1 Page 2 of 2 and environmental impacts of borrow excavated for material to supply levee and flood wall1 projects and to report its findings to the House of Representatives prior to the convening of2 the 2011 Regular Session of the Legislature of Louisiana.3 DIGEST The digest printed below was prepared by House Legislative Services.
