Regular Session, 2010 SENATE BILL NO. 214 BY SENATOR MOUNT HEALTH CARE. Provides for administration of nitrous oxide inhalation analgesia. (8/15/10) AN ACT1 To amend and reenact R.S. 37:793(G) and to enact R.S. 37:793(B)(5), relative to the2 administration of nitrous oxide inhalation analgesia; to provide for the administration3 of nitrous oxide inhalation analgesia by certain dental hygienists; to provide for a4 permit; and to provide for related matters.5 Be it enacted by the Legislature of Louisiana:6 Section 1. R.S. 37:793(G) is hereby amended and reenacted and R.S. 37:793(B)(5)7 is hereby enacted to read as follows: 8 ยง793. Nitrous oxide inhalation analgesia; enteral conscious sedation; parenteral9 sedation; deep sedation; general anesthesia; definitions; permits;10 credentials; reporting; fees; limitations; exceptions11 * * *12 B. The authority for the administration of nitrous oxide inhalation analgesia,4 enteral conscious sedation, parenteral conscious sedation, deep sedation, and general5 anesthesia anesthetic and sedative agents as described in this Section shall be6 limited to qualified dentists licensed by the board for use on dental patients. as7 follows:8 (1) The administration of enteral conscious sedation, parenteral9 conscious sedation, deep sedation, and general anesthesia shall be limited to10 qualified dentists licensed by the board for use on dental patients.11 (2) The administration of nitrous oxide inhalation analgesia shall be12 limited to qualified dentists and dental hygienists licensed by the board for use13 on dental patients. Dental hygienists shall administer nitrous oxide inhalation14 analgesia only under the direct supervision of a dentist licensed by the15 Louisiana State Board of Dentistry to whom the board has issued a permit to16 administer nitrous oxide inhalation analgesia.17 * * *18 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Greg Waddell. DIGEST Mount (SB 214) Present law provides that the authority for the administration of nitrous oxide inhalation analgesia, enteral conscious sedation, parenteral conscious sedation, deep sedation, and general anesthesia shall be limited to qualified dentists licensed by the board for use on dental patients. Proposed law retains present law and expands the administration of nitrous oxide to dental hygienists licensed by the board and who have obtained a permit for the administration of nitrous oxide inhalation analgesia. Proposed law further provides that the dental hygienist shall administer nitrous oxide inhalation analgesia under the direct supervision of a dentist licensed by the Louisiana State Board of Dentistry to whom the board has issued a permit to administer nitrous oxide inhalation analgesia. Effective August 15, 2010. (Amends R.S. 37:793(G); adds R.S. 37:793(B)(5)) Summary of Amendments Adopted by Senate Committee Amendments Proposed by Senate Committee on Health and Welfare to the original bill. 1.
