WOMEN.  Provides relative to the governor's office on women's policy. (gov sig)
AN ACT1
To amend and reenact R.S. 46:2521, 2525(B)(1), (C) and (D)(1) through (12), and to repeal2
R.S. 46:2525(D)(13), and R.S. 49:210.1, relative to the organization of the executive3
branch of state government; to provide relative to the governor's office on women's4
policy; to provide relative to the Louisiana Women's Policy and Research5
Commission; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 46:2521, 2525(B)(1), (C) and (D)(1) through (12) are hereby8
amended and reenacted to read as follows: 9
§2521. Governor's office on women's policy10
There is hereby created the office on women's policy within the office of the11
governor. The office shall exercise the powers and duties hereinafter set forth or12
otherwise provided by law. The office shall be administered by an executive director13
who shall be appointed by the governor, subject to confirmation by the Senate, to14
serve at his pleasure. The executive director shall employ necessary staff to carry out15
the duties and functions of the office as provided in this Chapter or as otherwise16
provided by law. The executive director shall coordinate the activities of the office17 SB NO. 238

with the special assistant to the governor on women's policy.1

§2525. Louisiana Women's Policy and Research Commission3

B. The duties of the commission shall include but are not limited to the5
following:6
(1) Advising the governor, through the special assistant to the governor on7
executive director of women's policy, on the particular hardships, concerns, and8
needs that challenge women in Louisiana and their possible solutions.9

C. The commission shall submit detailed annual reports to the governor,11
through the special assistant to the governor on executive director of women's12
policy, which address the issues set forth in Subsection B of this Section.13
D. The commission shall consist of a maximum of twenty- six five members.14
The thirteen members serving pursuant to Paragraph (1312) of this Subsection shall15
be appointed by the governor, subject to Senate confirmation, and serve terms16
concurrent with the appointing governor. The commission shall be reflective of all17
geographic regions of the state and, as much as possible, shall consist of the18
following members:19
(1) The special assistant to the governor on women's policy.20
(21) The commissioner of administration or the commissioner's designee.21
(32) The secretary of the Department of Social Services or the secretary's22
designee.23
(43) The secretary of the Department of Health and Hospitals or the24
secretary's designee.25
(54) The superintendent of the Department of Education or the26
superintendent's designee.27
(65) The secretary of the Department of Labor or the secretary's designee.28

director's designee.1
(87) The executive director of the Children's Cabinet or the executive2
director's designee.3
(98) Two members of the Women's Legislative Caucus.4
(109) The commissioner of higher education or the commissioner's designee.5
(1110) The chairperson of the Women's Legislative Caucus or her designee.6
(1211) The secretary of the Department of Economic Development or the7
secretary's designee.8
(1312) Thirteen Louisiana women who have significant academic or9
professional expertise in one or more of the following areas:10

Section 2. R.S. 46:2525(D)(13) and R.S. 49:210.1 are hereby repealed in12
their entirety.13
Section 3. This Act shall become effective upon signature by the governor14
or, if not signed by the governor, upon expiration of the time for bills to become law15
without signature by the governor, as provided by Article III, Section 18 of the16
Constitution of Louisiana. If vetoed by the governor and subsequently approved by17
the legislature, this Act shall become effective on the day following such approval.18

DIGEST
Present law provides for the office on women's policy within the office of the governor. The
office shall be administered by an executive director, who shall coordinate the activities of
the office with the special assistant to the governor on women's policy.
Proposed law retains present law but deletes the special assistant to the governor on women's
policy position.
Present law provides for the Louisiana Women's Policy and Research Commission, its duties
and membership.
Proposed law retains present law but deletes the provision for the special assistant to the
governor on women's policy, and reduces the membership of the commission from 26 to 25.
Present law provides that the special assistant to the governor on women's policy shall be a
special assistant to the governor on women's policy, shall be appointed by the governor,

coordinate the powers, duties, functions, responsibilities, and focus of state agencies
pertaining to the employment, education, health, safety, financial status, and welfare of
women.
Proposed law deletes present law.
Effective upon signature of the governor or lapse of time for gubernatorial action.
