MOTOR VEHICLES.  Creates a special prestige license plate for the American Cancer
Society, Mid-South Division's "Relay For Life."  (8/15/10)
AN ACT1
To enact R.S. 47:463.141, relative to motor vehicle special prestige license plates; to provide2
for the creation and issuance of such plates; to provide for the design of such plates;3
to provide relative to the fee and application of the fee for such plates; to authorize4
the promulgation of rules and regulations; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 47:463.141 is hereby enacted to read as follows: 7
ยง463.141. Special prestige license plate; Relay For Life8
A. The secretary of the Department of Public Safety and Corrections9
shall establish a special prestige motor vehicle license plate to be known as10
"Relay For Life" plate. He shall not require any minimum number of11
applicants prior to establishing or issuing this plate. These license plates shall12
be restricted to use on passenger cars, pickup trucks, recreational vehicles, and13
vans.14
B. The prestige license plate shall be issued, upon application, to any15
citizen of Louisiana, in the same manner as any other motor vehicle license16

C. The secretary shall design the plates, which shall bear the official1
emblem of the American Cancer Society, Mid-South Division's "Relay For2
Life." The license plate shall be designed in consultation with the American3
Cancer Society, Mid-South Division.4
D. The charge for this special license plate shall be the standard motor5
vehicle license tax imposed by Article VII, Section 5 of the Constitution of6
Louisiana, plus an annual fee of twenty-five dollars for each plate, and a7
handling fee of three dollars and fifty cents to be retained by the department to8
offset a portion of administrative costs.9
E. The annual fee shall be collected by the department and forwarded to10
the American Cancer Society, Mid-South Division. The monies received from11
the annual fee shall be used solely by the American Cancer Society, Mid-South12
Division's mission delivery programs within the state of Louisiana.13
F. The secretary shall adopt rules and regulations as are necessary to14
implement the provisions of this Section.15

Proposed law establishes a special prestige motor vehicle license plate to be known as
"Relay For Life" plate. Further provides no minimum number of applicants prior to
establishing or issuing this plate. These license plates shall be restricted to use on passenger
cars, pickup trucks, recreational vehicles and vans.
Proposed law provides that the secretary of DPS&C shall design the plate in consultation
with the American Cancer Society, Mid-South Division and shall bear the official emblem
of the American Cancer Society, Mid-South Division's "Relay For Life."
Proposed law provides for the standard motor vehicle license tax imposed plus an annual fee
of $25 for each plate, and a handling fee of $3.50 to be retained by the department to offset
a portion of administrative costs.
Proposed law provides that the department shall collect the annual fee and forward it to the
American Cancer Society, Mid-South Division, and the monies collected shall be used solely
by the American Cancer Society, Mid-South Division 's mission delivery programs within
the state of Louisiana. SB NO. 251

to implement the provisions of proposed law.
