CIVIL SERVICE DEPARTMENT. Requires that the department annually report the
employee turnover rate to the Joint Legislative Committee on the Budget. (7/1/10)
AN ACT1
To enact Chapter 28 of Title 42 of the Louisiana Revised Statutes of 1950, to be comprised2
of R.S. 42:1601, relative to the Department of State Civil Service; to provide for3
reporting of employee turnover; to require the department to report each year to the4
Joint Legislative Committee on the Budget regarding the employee turnover; to5
provide for an effective date; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  Chapter 28 of Title 42 of the Louisiana Revised Statutes of 1950,8
comprised of R.S. 42:1601, is hereby enacted to read as follows: 9
CHAPTER 28.  REPORTING OF STATE EMPLOYEE TURNOVER RATE10
ยง1601. Duty to report11
A. The Department of State Civil Service shall collect data regarding the12
turnover of state employees within each agency, as defined in R.S. 39:2(2). The13
department shall prepare and submit reports compiling and analyzing such14
data to the Joint Legislative Committee on the Budget as further provided in15
this Section. The reports may provide any information the department deems16
appropriate, and shall at a minimum include the following:17 SB NO. 289

(1) The turnover and turnover rate for each agency and the costs1
associated with that turnover.2
(2) The five job classifications with the highest turnover rates for the3
previous year, for the previous five years, and for the previous ten years.4
(3) The five agencies and the five job classifications for which the cost of5
turnover is highest for the previous year, for the previous five years, and for the6
previous ten years.7
B. The first report required pursuant to this Section shall be submitted8
on or before December 15, 2010. Subsequent reports shall be submitted on the9
fifteenth of December in each calendar year.10
Section 2. This Act shall become effective on July 1, 2010; if vetoed by the governor11
and subsequently approved by the legislature, this Act shall become effective on July 1,12
2010, or on the day following such approval by the legislature, whichever is later.13
