FEES/LICENSES/PERMITS.  Exempts certain military personnel from paying
noncommercial  hunting and fishing license fees.  (7/1/10)
AN ACT1
To amend and reenact R.S. 56:104(B), 302.2(B) and 643(B)(2)(a), relative to exemptions2
for noncommercial hunting and fishing license fees; to provide an exemption for3
certain military personnel from paying noncommercial hunting and fishing license4
fees; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 56:104(B), 302.2(B) and 643(B)(2)(a) are hereby amended and7
reenacted to read as follows: 8
§104. License fees; reciprocity; exceptions9

B.(2) Veterans of the armed forces or of the Louisiana Army National Guard11
or Louisiana Air National Guard having a permanent service connected disability12
classification of fifty percent or more and who are Louisiana residents or resident13
(1) Resident persons who are blind, paraplegic, or multiple amputees shall, upon14
identification and proof of disability satisfactory to the department, be issued15
licenses which will also include a WMA hunting permit without the payment of any16

(4) (2) Notwithstanding any other provision of law to the contrary, in order1
to hunt or fish in the state of Louisiana, a resident of this state who turns sixty years2
of age on or after June 1, 2000, shall be required to obtain a senior hunting and3
fishing license. However, any resident who turned sixty years of age prior to June 1,4
2000, may choose to purchase a senior hunting and fishing license. A fee of five5
dollars shall be charged for this license, and the license shall be available from June6
first of each calendar year and shall be valid from the date of purchase through the7
following June thirtieth. This license shall be in lieu of basic hunting, big game, bow,8
primitive firearms, and waterfowl licenses, turkey hunting stamps, WMA hunting9
permits, and the basic and saltwater fishing licenses and must be in the possession10
of the licensee when the licensee is engaged in hunting or fishing activities.11
Possession of this license shall authorize the licenseholder to use a crossbow or a12
bow that is drawn, held, and released by mechanical means. Magnified scopes may13
be used with crossbows.14

§302.2. Exception for certain residents, nonresidents, and military personnel from16
purchase or possession of basic recreational and saltwater license17

B. The following recreational fishermen, upon identification and proof of19
disability satisfactory to the department, shall be issued a basic recreational fishing20
license and saltwater license without payment of any fees:21
(1) A resident who is a veteran of the armed forces, the Louisiana Army22
National Guard, or the Louisiana Air National Guard, having a permanent service23
connected disability classification of fifty percent or more;24
(2) A resident who is blind, paraplegic, or is a single or multiple amputee, or25
is required to use one or more artificial limbs or permanent braces for mobility as a26
result of a permanent and total disability, upon identification and proof of27
disability satisfactory to the department, shall be issued a basic recreational28
fishing license and saltwater license without payment of any fees.29 SB NO. 336

§643. Exemption of persons under age sixteen and certain military personnel from2
licensing requirements; active duty servicemembers, their spouses,3
and their children4

(2)(a) Any Louisiana resident who submits proof of his status as an active7
member in good standing of the Louisiana National Guard or any reserve component8
of the United States armed forces, though not currently on active duty, shall, upon9
request, that he is a current or past member of any one of the armed forces of10
the United States or a reserve component, including the National Guard, shall11
be issued a resident Louisiana National Guard Armed Services license for a fee of12
fifty dollars without payment of any fees. This license shall be in lieu of basic13
hunting, big game, bow, primitive firearms, and waterfowl licenses, turkey hunting14
stamps, WMA hunting permits, and the basic and saltwater fishing licenses. The15
license must be in the possession of the licensee when the licensee is engaged in16
hunting or fishing activities. The resident shall carry proof of his status as a current17
or past member of the Louisiana National Guard or any reserve component of the18
United States armed forces any one of the armed forces of the United States or a19
reserve component, including the National Guard, and his resident Louisiana20
National Guard Armed Services license on his person at all times when he is21
engaged in hunting and fishing activities. The resident Louisiana 	National Guard22
Armed Services license shall be valid from June first through June thirtieth of the23
following year for the lifetime of the resident.24

Present law provides that veterans of the armed forces or of the Louisiana Army National

Proposed law provides that any Louisiana resident who submits proof that he is a current or

Proposed law retains present law that provides that the license will be in lieu of basic
hunting, big game, bow, primitive firearms, and waterfowl licenses, turkey hunting stamps,
WMA hunting permits, and the basic and saltwater fishing licenses. Further retains present
law that requires possession of the license by the licensee when the licensee is engaged in
hunting or fishing activities.
Proposed law requires the resident to carry proof of his status as a current or past member
of any one of the armed forces of the United States or a reserve component, including the
National Guard, and his resident Louisiana Armed Services license on his person at all times
when he is engaged in hunting and fishing activities.
Proposed law provides that the resident Louisiana Armed Services license shall be valid for
the lifetime of the resident.
Effective July 1, 2010.
