HOSPITALS. Provides for the definition of major teaching hospital for the purposes of
hospital prospective reimbursement methodology. (8/15/10)
AN ACT1
To enact R.S. 40:1300.291(B)(3), relative to the hospital prospective payment methodology;2
to provide for the criteria that must be met in order to be deemed a major teaching3
hospital; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 40:1300.291(B)(3) is hereby enacted to read as follows: 6

B.  A major teaching hospital shall meet one of the following criteria:9

(3) Maintain an intern and resident full-time equivalency of at least11
fourteen filled positions with an approved residency program in family practice12
located more than one hundred ten miles from the medical school accredited by13
the Liaison Committee on Medical Education, which program or positions14
include periodic rotation, placement or supervision of medical residents at Huey15
P. Long Medical Center under a public-private partnership or affiliation16

Present law provides that in order to be designated a major teaching hospital for purposes
of the hospital prospective reimbursement methodology, a hospital shall meet one of the
following criteria:
(1) Be a major participant in at least four approved medical residency programs of which
at least two of the programs shall be in medicine, surgery, obstetrics and gynecology,
pediatrics, family practice, emergency medicine, or psychiatry.
(2) Maintain an intern and resident full-time equivalency of at least 20 filled positions
with an approved medical residency program in family practice located more than
150 miles from the medical school accredited by the Liaison Committee on Medical
Education.
Proposed law retains present law and adds a third criteria of maintaining an intern and full-
time equivalency of at least 14 filled positions with an approved residency program in family
practice located more than 110 miles from the medical school accredited by the Liaison
Committee on Medical Education, and where the residency program or positions to include
periodic rotation, placement or supervision of medical residents at Huey P. Long Medical
Center under a public-private partnership or affiliation agreement.
Effective August 15, 2010.

Summary of Amendments Adopted by Senate
Committee Amendments Proposed by Senate Committee on Health and Welfare to
the original bill.
1. Changes the required number of intern and residency positions from eighteen
to fourteen.
2. Changes from one hundred miles to one hundred ten miles the distance in
which the residency program must be located from the medical school.
3.Requires the residency program or positions to include periodic rotation,
placement or supervision of medical residents at Huey P. Long Medical
Center under a public-private partnership or affiliation agreement.
