Amends mini-vehicles authorization (Act 698 of 2008 RS) to delete safety and emission requirements except for a requirement that the mini-vehicle be equipped with the speed restriction device required for such vehicles by the U.S. EPA. (8/15/10) AN ACT1 To amend and reenact R.S. 32:297.1, relative to motor vehicles and mini-vehicles; to delete2 safety and certain emission requirements; and to provide for related matters.3 Be it enacted by the Legislature of Louisiana:4 Section 1. R.S. 32:297.1 is hereby amended and reenacted to read as follows:5 ยง297.1. Low rider vehicles6 It shall be lawful to operate mini-vehicles powered by a motor with a7 displacement of six hundred sixty cubic centimeters or more on the streets and8 highways, except interstate highways, in this state, if such vehicle meets all9 applicable federal and state safety and emissions standards is equipped with the10 speed restriction device required for such vehicles by the United States11 Environmental Protection Agency. Furthermore, all mini-vehicles operating on12 the streets and highways in this state shall bear a valid safety inspection certificate13 issued by the state of Louisiana.14 Section 2. DIGEST Hebert (SB 48) Present law authorizes mini-vehicles powered by a motor with a displacement of six hundred sixty cubic centimeters or more to operate on the streets and highways, except interstate highways, in this state, provided such vehicle meets all applicable federal and state safety and emissions standards and bears a valid safety inspection certificate issued by the state of Louisiana. Proposed law deletes provisions of present law which require a mini-vehicle to meet all applicable federal and state safety and emissions standards and to bear a valid safety inspection certificate issued by the state of Louisiana and instead requires the mini-vehicle to be equipped with the speed restriction device required for such vehicles by the U.S. EPA. Effective August 15, 2010. (Amends R.S. 32:297.1) Summary of Amendments Adopted by Senate Committee Amendments Proposed by Senate Committee on Transportation, Highways, and Public Works to the original bill. 1.
