SCHOOLS. Requires local school districts to provide certain classroom management
training to school personnel. (gov sig)
AN ACT1
To enact R.S. 17:252(D), relative to student behavior and discipline; to provide relative to2
the model master plan for improving behavior and discipline within schools; to3
require certain classroom management training be provided to certain school4
personnel; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 17:252(D) is hereby enacted to read as follows: 7
ยง252. School master plans for supporting student behavior and discipline8

D.(1)  The school master plans required of city, parish, and other local10
public school boards by this Section shall make provision for pre-service and11
ongoing grade appropriate classroom management training for teachers,12
principals, and other appropriate school personnel regarding positive13
behavioral supports and reinforcement, conflict resolution, mediation, cultural14
competence, restorative practices, guidance and discipline, and adolescent15
development.16
(2) City, parish, and other local public school boards shall provide17 SB NO. 527

ongoing classroom management courses and regularly review discipline data1
from each school to determine what additional classroom management training2
is needed, if any, and what additional classroom support activities should be3
provided by the principal and school administration.4
Section 2. This Act shall become effective upon signature by the governor or, if not5
signed by the governor, upon expiration of the time for bills to become law without signature6
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If7
vetoed by the governor and subsequently approved by the legislature, this Act shall become8
effective on the day following such approval.9

Broome (SB 527)
Present law requires the State Board of Elementary and Secondary Education (BESE), in
collaboration with the La. Juvenile Justice Planning and Coordination Board, to develop and
recommend a model master plan for improving behavior and discipline within schools.
Provides that the model master plan may include guidelines for accomplishing the following:
1. Improving communication, coordination, and collaboration between the schools and
juvenile justice agencies.
2. Improving safe school planning.
3. Revising school zero tolerance policies to ensure compliance with all applicable
provisions of law to ensure that schools do not make inappropriate referrals to
juvenile justice agencies.
4. Providing improved mental health services in or through the schools.
5. Providing better assistance to parents in knowing about and accessing family
strengthening programs.
6. Improving the coordination of special education and juvenile justice services.
7. Improving classroom management using positive behavioral supports and other
effective disciplinary tools.
8. Improving methods and procedures for the handling of school suspensions and the
referral of students to alternative schools.
9. Providing for better and more useful reporting on an annual basis of school
behavioral and disciplinary problems.

each school under its jurisdiction for improving behavior and discipline based on the BESE
approved model master plan. Further provides that such master plans shall not prohibit a
teacher from removing a pupil from the classroom for disciplinary reasons as otherwise
provided in state law.
Proposed law retains present law and additionally provides that the school master plans
required of city, parish, and other local public school boards shall make provision for pre-
service and ongoing grade appropriate classroom management training for teachers,
principals, and other appropriate school personnel regarding positive behavioral supports and
reinforcement, conflict resolution, mediation, cultural competence, restorative practices,
guidance and discipline, and adolescent development.
Requires local school boards to provide ongoing classroom management courses and
regularly review discipline data from each school to determine what additional classroom
management training is needed, if any, and what additional classroom support activities
should be provided by the principal and school administration.
Effective upon signature of the governor or lapse of time for gubernatorial action.
