AN ACT1
To amend and reenact R.S. 25:1312(A), 1314, 1315, and 1316, and to repeal R.S.2
25:1313(B)(3), R.S. 36:744(M) and 801.21, relative to the South Louisiana Wetlands3
Discovery Center; to remove the center from the Department of State Office; and to4
provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 25:1312(A), 1314, 1315, and 1316 are hereby amended and7
reenacted to read as follows: 8
§1312. Creation; domicile; membership9
A. The South Louisiana Wetlands Discovery Center Commission, hereinafter10
referred to as "commission," is hereby created within the Department of State in the11
parish of Terrebonne.12

§1314. Donations and grants14
The secretary of state parish governing authority of Terrebonne and the15
commission, jointly or separately, may solicit, accept, use, and dispose of any private16
or public funds in the form of donations of money, grants, property, or personal17 SB NO. 562

services from individuals, corporations, and governments to achieve the purposes of1
this Chapter.2
§1315. Operating funds; appropriations by the legislature3
Funds appropriated by the legislature to the Department of State for operation4
of the South Louisiana Wetlands Discovery Center shall be used solely for that5
purpose and in accordance with the budget plan developed by the commission.6
§1316. Secretary of state; rules Rules and regulations7
The secretary of state commission shall establish policies, rules, and8
regulations for the operation of the center in accordance with the Administrative9
Procedure Act.10
Section 2.  R.S. 25:1313(B)(3), R.S. 36:744(M) and 801.21 are hereby repealed.11
Section 3. This Act shall become effective upon signature by the governor or, if not12
signed by the governor, upon expiration of the time for bills to become law without signature13
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If14
vetoed by the governor and subsequently approved by the legislature, this Act shall become15
effective on the day following such approval.16

Present law creates in the Dept. of State and provides relative to the South Louisiana
Wetlands Discovery Center and its board of commissioners in Terrebonne Parish.
Proposed law retains present law, but removes the center from the Dept. of State.
Present law authorizes the Dept. of State and the South Louisiana Wetlands Discovery
Center Commission to jointly or separately solicit and accept funds to achieve the center's
purpose.
Proposed law authorizes the governing authority for the parish of Terrebonne and the
commission to jointly or separately solicit and accept funds to achieve the center's purpose.
Present law requires the secretary of state to establish policies, rules, and regulations for the
