Regular Session, 2010 SENATE BILL NO. 66 BY SENATOR MORRELL SCHOOLS. Creates a charter school enrollment preference for neighborhood students. (gov sig) AN ACT1 To amend and reenact R.S. 17:3991(B)(4) and to enact R.S. 17:3991(C)(1)(d), relative to2 charter schools; to require each charter school to establish an enrollment preference3 for students residing in the immediate neighborhood surrounding the school; to4 provide relative to the determination of the geographic boundaries of each such5 neighborhood; to require that the enrollment of each charter school be composed of6 a certain percentage of students residing in the immediate neighborhood of the7 school; to provide for effectiveness; and to provide for related matters.8 Be it enacted by the Legislature of Louisiana:9 Section 1. 17:3991(B)(4) is hereby amended and reenacted and R.S.10 17:3991(C)(1)(d) is hereby enacted to read as follows:11 ยง3991. Charter schools; requirements; limitations; renewal; amendment; revocation12 * * *13 B. (b) A description of the geographic boundaries circumscribing the1 neighborhood immediately surrounding the charter school from which students2 residing within will be given preference for enrollment as provided in3 Subsection C of this Section.4 * * *5 C. A charter school shall:6 (1) 7 * * *8 (d)(i) Each charter school shall give preference in its enrollment9 procedures to students residing within the neighborhood immediately10 surrounding the school, the geographic boundaries of which shall be determined11 by the school's chartering authority.12 (ii) Notwithstanding any other provision of law, beginning with the13 2010-2011 school year, at least thirty percent of the total enrollment of each14 charter school shall be composed of students who reside in the neighborhood15 immediately surrounding the school. This requirement may be phased in over16 time, but shall be accomplished as quickly as practicable and as the continuing17 enrollment characteristics of the school and the pool of applicants from the18 surrounding neighborhood allow.19 * * *20 Section 2. This Act shall become effective upon signature by the governor or, if not21 signed by the governor, upon expiration of the time for bills to become law without signature22 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. Proposed law requires each charter school to give preference in its enrollment procedures to students residing within the neighborhood immediately surrounding the school, the geographic boundaries of which shall be determined by the school's chartering authority. Proposed law provides that notwithstanding any other provision of law, beginning with the 2010-2011 school year, at least 30% of the total enrollment of each charter school shall be composed of students who reside in the neighborhood immediately surrounding the school. Further provides that this requirement may be phased in over time, but shall be accomplished as quickly as practicable and as the continuing enrollment characteristics of the school and the pool of applicants from the surrounding neighborhood allow.
