SENATE BILL NO. 701
BY SENATOR MARIONNEAUX 
MILITARY AFFAIRS.  Requires persons who do not graduate from high school to serve
a minimum of two years in the armed forces.(8/15/10)
AN ACT1
To enact R.S. 17:221.4(C), relative to education; to require certain persons who fail to2
graduate from high school as a result of expulsion or legally and voluntarily3
withdrawing from their school system to serve not less than two years in the4
Louisiana National Guard or United States Armed Forces; and to provide for related5
matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 17:221.4(C) is hereby enacted to read as follows: 8

C. Students who fail to graduate from high school as a result of their11
expulsion or their legally and voluntarily withdrawing from their school system12
shall perform one of the following:13
(1) Reenter their school system and resume their studies of the subjects14
needed for graduation within one hundred twenty days of legally and15
voluntarily withdrawing from their school system.16
(2) Initiate action to obtain a high school equivalency diploma within17 SB NO. 701

one hundred twenty days of expulsion or legally and voluntarily withdrawing1
from their school system.2
(3) Enlist in the Louisiana National Guard for a period of not less than3
two years service within one hundred twenty days of expulsion or legally and4
voluntarily withdrawing from their school system, and obtain a high school5
equivalency diploma during such service.6
(4) Enlist in a branch of the United States Armed Forces for a period of7
not less than two years service within one hundred twenty days of expulsion or8
legally and voluntarily withdrawing from their school system and obtain a high9
school equivalency diploma during such service.10

Present law provides for adult and community education programs, successful completion
of which by a student makes the student eligible to receive a high school equivalency
diploma.
Proposed law provides that students who fail to graduate from high school as a result of
legally and voluntarily withdrawing from their school systems shall perform one of the
following:
1. Reenter their school system within 120 days of legally and voluntarily withdrawing.
2.Initiate action to obtain a high school equivalency diploma within 120 days of being
expelled or legally and voluntarily withdrawing.
3. Enlist in the Louisiana National Guard within 120 days of expulsion or legally and
voluntarily withdrawing from their school system for a period of not less than two
years service and complete the required course for eligibility for a high school
equivalency diploma during such service.
4. Enlist in a branch of the U.S. Armed Forces within 120 days of expulsion or legally
and voluntarily withdrawing from their school system for a period of not less than
two years service and complete the required courses for eligibility for a high school
equivalency diploma during such service.
Effective August 15, 2010.
