CAMPAIGN FINANCE. Requires that campaign finance disclosure reports be searchable
by name of the contributor.  (gov sig)
AN ACT1
To amend and reenact R.S. 42:1158(A)(2)(d), relative to the Board of Ethics computerized2
data management system; to require that campaign finance disclosure reports3
required to be filed electronically with the board are able to be searched by the public4
by the names of campaign contributors; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 42:1158(A)(2)(d) is hereby amended and reenacted to read as7
follows: 8
ยง1158.  Board of Ethics Computerized Data Management System; purpose; goals9
A.(1) *          *          *10
(2) The following basic specifications shall be designed into the board's11
computerized data management system:12

(d) The system's data base database shall be categorized to provide for14
citizen's access of all reports filed with the board.  This access shall include, but not15
be limited to, the ability of the public to search by contributor names the16

be filed electronically by R.S. 18:1485 and R.S. 42:1125.1

Section 2. This Act shall become effective upon signature by the governor or, if not3
signed by the governor, upon expiration of the time for bills to become law without signature4
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If5
vetoed by the governor and subsequently approved by the legislature, this Act shall become6
effective on the day following such approval.7

Present law provides that the database of the Board of Ethics' computerized data
management system is to be categorized in such a way as to provide for citizens' access of
all reports filed with the board.
Proposed law retains present law, and further provides that this access is to include, but not
be limited to, the public's ability to search the system's database of campaign finance
disclosure reports required to be filed electronically by 	present law by the names of
contributors.
Effective upon signature of the governor or lapse of time for gubernatorial action.
