SENATE BILL NO. 73

AN ACT1
To amend and reenact R.S. 3:2465(C), relative to operating procedures for animal shelters;2
to prohibit euthanasia by carbon monoxide gas chambers on cats and dogs beginning3
on January 1, 2013 and thereafter; to prohibit euthanasia by intracardiac injection on4
a conscious animal; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 3:2465(C) is hereby amended and reenacted to read as follows: 7

C.  Euthanasia:10
(1) Euthanasia methods and procedures must conform with11
recommendations outlined in the report of the American Veterinary Medical12
Association on Euthanasia, dated July 1, 1978, or as revised except as provided in13
Paragraphs (2) and (3) of this Subsection.14
(2) Euthanasia by carbon monoxide gas chambers on cats and dogs shall15
be prohibited beginning on January 1, 2013 and thereafter.16
(3) Euthanasia by intracardiac injection on cats and dogs shall be17
prohibited unless the animal is unconscious or rendered completely unconscious18
and insensitive to pain through the injection of an anesthetic.19
(2)(4) Euthanasia personnel shall attend the Humane Society of the United20
States Academy on Euthanasia or an equivalent program within one year of date of21
employment.22

Section 2. This Act shall become effective upon signature by the governor or, if not1
signed by the governor, upon expiration of the time for bills to become law without signature2
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If3
vetoed by the governor and subsequently approved by the legislature, this Act shall become4
effective on the day following such approval.5
