CONTROL DANGER SUBSTANCE. Adds 1-(3-[trifluoromethylphenyl]) piperazine
(TFMPP) as a controlled dangerous substance under Schedule I. (8/15/10)
AN ACT1
To enact R.S. 40:964(Schedule I)(E)(8), relative to controlled dangerous substances; to2
provide for substances having a stimulant effect on the central nervous system3
specifically 1-(3-[trifluoromethylphenyl]) piperazine; and to provide for related4
matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 40:964(Schedule I)(E)(8) is hereby enacted to read as follows: 7
§964. Composition of schedules8
Schedules I, II, III, IV, and V shall, unless and until added to pursuant to R.S.9
40:962, consist of the following drugs or other substances, by whatever official10
name, common or usual name, chemical name, or brand name designated:11

E. Stimulants. Unless specifically excepted or unless listed in another14
schedule, any material, compound, mixture, or preparation which contains any15
quantity of the following substances having a stimulant effect on the central nervous16
system including its salts, isomers, and salts of isomers whenever the existence of17 SB NO. 87

such salts, isomers, and salts of isomers is possible within the specific chemical1
designation:2
(1) Aminorex3
(2) Cathinone4
(3) Fenethylline5
(4) Methcathinone6
(5) (±)cis-4-methylaminorex7
(5.1) N-Benzylpiperazine (BZP)8
(6) N-ethylamphetamine9
(7) N,N-dimethylamphetamine10
(8) 1-(3-[trifluoromethylphenyl]) piperazine (TFMPP)11

Section 2. This Act shall become effective on August 15, 2010; if vetoed by the13
governor and subsequently approved by the legislature, this Act shall become effective on14
August 15, 2010, or on the day following such approval by the legislature, whichever is15
later.16

DIGEST
Present law provides that certain stimulants are controlled dangerous substances under
Schedule I.
Proposed law maintains present law and adds 1-(3-[trifluoromethylphenyl]) piperazine
(TFMPP) as a controlled dangerous substance.
Effective August 15, 2010.
