MOTOR VEHICLES. Creates a prestige license plate for Masonic Blue Lodge. (8/15/10)
AN ACT1
To enact R.S. 47:463.141, relative to motor vehicle special prestige license plates; to provide2
for the establishment and issuance of the "Masonic Blue Lodge" plate; and to3
provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 47:463.141 is hereby enacted to read as follows: 6
ยง463.141.  Special prestige license plates; Masonic Blue Lodge7
A. The secretary of the Department of Public Safety and Corrections8
shall establish a special prestige license plate to be known as the "Masonic Blue9
Lodge," hereafter referred to as the "organization," plate, subject to the10
provisions of this Section. The license plate shall be restricted to passenger cars,11
pickup trucks, vans, and recreational vehicles. The color and design of the12
license plate shall be selected by the Worshipful Grand Master of the13
organization or his designee, shall contain the organization's logo, and shall14
otherwise be in compliance with the provisions of R.S. 47:463(A)(3).15
B. The prestige license plate shall be issued upon application to any16
member in good standing of the organization.17 SB NO. 93

C. The charge for this special license plate shall be the standard motor1
vehicle license tax imposed by Article VII, Section 5 of the Constitution of2
Louisiana, plus an annual royalty fee of twenty-five dollars for each plate, and3
a handling fee of three dollars and fifty cents which shall be retained by the4
department to offset administrative costs.5
D. The annual royalty fee shall be collected by the department and6
forwarded to the organization. The monies received from the royalty fee by the7
organization shall be used solely for academic or financial need-based8
scholarships for students attending any public or private college or university9
in the state of Louisiana. The organization shall be responsible for establishing10
and disbursing the funds for the scholarship program.11
E. The secretary shall establish a prestige license plate for the12
organization in accordance with the provisions of this Section when both of the13
following conditions are met:14
(1) All necessary contracts regarding use of the organization's logo have15
been executed.16
(2) The secretary has received a minimum of one thousand applications17
for the license plate.18
F. The secretary shall promulgate rules and regulations as are necessary19
to implement the provisions of this Section.20

Proposed law establishes a special prestige motor vehicle license plate to be known as the
"Masonic Blue Lodge" plate. These license plates shall be restricted to use on passenger
cars, pickup trucks, recreational vehicles, and vans.
Proposed law provides that the color and design of the license plate shall be selected by the
Worshipful Grand Master of the organization or his designee, shall contain the organization's
logo, and shall otherwise be in compliance with the provisions of R.S. 47:463(A)(3).
Proposed law provides that the charge for the special license plate shall be the standard
motor vehicle license tax imposed plus an annual royalty fee of $25 for each plate, and a

costs.
Proposed law provides that an annual royalty fee shall be collected by the department and
forwarded to the organization. Proposed law further provides that the monies received from
the royalty fee by the organization shall be used solely for academic or financial need-based
scholarships for students attending any public or private college or university in the state of
Louisiana. Proposed law further provides that the organization shall be responsible for
establishing and disbursing the funds for the scholarship program.
Proposed law provides that the secretary shall establish a prestige plate for the organization
in accordance with provisions of proposed law when the following conditions are met:
(1)All necessary contract regarding use of the organization's logo have been executed;
and
(2)The secretary has received a minimum of 1,000 applications for the license plate.
Proposed law provides that the secretary shall promulgate rules and regulations as are
necessary to implement the provisions of proposed law.
