Requests joint committee study of fiscal issues related to funding all levels of education in Fiscal Year 2011-2012. A CONCURRENT RESOLUTI ON1 To urge and request that a subcommittee of the Senate Committee on Finance meet and2 function as a joint committee with the subcommittees on education, general3 government, and health and human services of the House Committee on4 Appropriations, to study and make recommendations with respect to fiscal issues5 related to funding all levels of education in Fiscal Year 2011-2012.6 WHEREAS, under Article VIII, Section 1 of the Constitution of Louisiana, the7 legislature is mandated to provide for the education of the people of the state and to establish8 and maintain a public educational system; and9 WHEREAS, the legislature must appropriate funds for the operating and10 administrative expenses of the Board of Regents, Board of Supervisors for the University11 of Louisiana System, Board of Supervisors of Louisiana State University and Agricultural12 and Mechanical College, Board of Supervisors of Southern University and Agricultural and13 Mechanical College, Board of Supervisors of Community and Technical Colleges, and the14 institutions under their jurisdiction pursuant to Article VIII, Section 11 of the constitution;15 and 16 WHEREAS, the legislature is required to appropriate funds to supply free school17 books and other materials of instruction prescribed by the State Board of Elementary and18 SCR NO. 136 SLS 10RS-6008 ORIGINAL Page 2 of 3 Secondary Education to the children of this state at the elementary and secondary levels, and1 to annually appropriate funds sufficient to fully fund the current cost to the state of the2 minimum foundation program in order to insure a minimum foundation of education in all3 public elementary and secondary schools; and4 WHEREAS, the state of Louisiana is facing serious budgetary shortfalls in the5 through fiscal year 2012.6 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana urges and7 requests that a subcommittee of the Senate Committee on Finance meet and function as a8 joint committee with the subcommittees on education, general government, and health and9 human services of the House Committee on Appropriations to study and make10 recommendations with respect to fiscal issues related to funding all levels of education in11 Fiscal Year 2011-2012.12 BE IT FURTHER RESOLVED that the subcommittee of the Senate Committee on13 Finance shall consist of four members of the Senate Committee on Finance appointed by the14 committee's chairman.15 BE IT FURTHER RESOLVED that for purposes of this study the joint committee16 shall have all powers otherwise provided by law and by rule of the respective houses,17 individual and jointly, as well as all powers inherent in legislative committees and that the18 legislative members thereof shall receive the per diem and mileage provided for committees19 by the rules of the respective house.20 BE IT FURTHER RESOLVED that the joint committee shall make a written report21 of its findings to the legislature prior to the 2011 Regular Session, together with any specific22 proposals for legislation.23 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Jerry J.
