SENATE CONCURRENT RESOLUTI ON NO. 18
BY SENATOR DONAHUE 
HOSPITALS. Requests the Louisiana State University Board of Supervisors to study fully
implementing the recommendations from the March 23, 2009, Interim LSU Public Hospital
Financial and Operational Assessment performed by Alvarez and Marsal and to expand the
findings to applications in all hospitals operated by the Louisiana State University System
where it is found to be appropriate.
A CONCURRENT RESOLUTI ON1
To urge and request the Louisiana State University Board of Supervisors to study fully2
implementing the recommendations from the March 23, 2009, Interim LSU Public3
Hospital Financial and Operational Assessment performed by Alvarez and Marsal4
and to expand the findings to applications in all hospitals operated by the Louisiana5
State University System where it is found to be appropriate.6
WHEREAS, the state of Louisiana faces a severe decline in revenues through Fiscal7
Year 2012 which, if no corrective action is taken, will leave a significant funding gap in state8
government expenditures and will create serious sustainability issues in financing state9
obligations; and10
WHEREAS, it is essential that the state act now to reduce the cost of state11
government through all means available, including efficiencies, economies, greater12
effectiveness, and other means to streamline government in order to overcome the projected13
severe revenue reductions occurring through 2012 and to ensure that available state tax14
dollars are being spent efficiently and effectively; and15
WHEREAS, in January 2009, the Board of Supervisors of the Louisiana State16
University and Agricultural and Mechanical College engaged Alvarez & Marsal to provide17
the services of an interim chief management officer and to lead and assist the Interim LSU18 SCR NO. 18

Public Hospital with the analysis and evaluation of overall business operations; and1
WHEREAS, Alvarez & Marsal conducted a financial and operational assessment of2
the Interim LSU Public Hospital of which recommendations were presented on March 23,3
2009; and4
WHEREAS, the recommendations of the Alvarez & Marsal financial and operational5
assessment identified many areas where state tax dollars could be spent more efficiently and6
effectively; and7
WHEREAS, it is imperative and essential that the Louisiana State University Board8
of Supervisors act now to reduce the cost of operating the Louisiana State University public9
hospitals through all means available, including efficiencies, economies, greater10
effectiveness, and other means which were identified in the recommendations made in the11
Alvarez & Marsal financial and operational assessment.12
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby13
urge and request the Louisiana State University Board of Supervisors to study fully14
implementing the recommendations from the March 23, 2009, Interim LSU Public Hospital15
Financial and Operational Assessment performed by Alvarez and Marsal and to expand the16
findings to applications in all hospitals operated by the Louisiana State University System17
where it is found to be appropriate.18
 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the19
Louisiana State University Board of Supervisors and to the Vice President of the Office of20
Health Affairs and Medical Education within the Louisiana State University System Office.21
