Requests the Board of Regents to study the feasibility of offering community college services on the north shore of Lake Pontchartrain. A CONCURRENT RESOLUTI ON1 To urge and request the Board of Regents to study the feasibility of offering community2 college services on the north shore of Lake Pontchartrain, and to determine how the3 state can best meet the educational needs of students and the economic and4 workforce development needs of this region of the state.5 WHEREAS, Article VIII, Section 5(D)(2) of the Constitution of Louisiana provides,6 relative to public institutions of postsecondary education, that it is a power, duty, and7 responsibility of the Board of Regents to approve a proposed degree program, department8 of instruction, division, or similar subdivision; and9 WHEREAS, Article VIII, Section 5(D)(3)(a) of the constitution further provides that10 it also is a power, duty, and responsibility of the board to study the need for and feasibility11 of creating a new institution of postsecondary education, which includes establishing a12 branch of such an institution or converting any non-degree granting institution to an13 institution which grants degrees; and14 WHEREAS, Article VIII, Section 5(D)(3)(b) of the constitution specifies that if the15 creation of a new institution is proposed, the Board of Regents shall report its written16 findings and recommendations to the legislature within one year and specifies further that17 only after the report has been filed, or after one year from the receipt of a request for a report18 SCR NO. 60 SLS 10RS-1068 ORIGINAL Page 2 of 3 from the legislature if no report is filed, may the legislature take affirmative action on such1 a proposal and then only by law enacted by two-thirds of the elected members of each house;2 and3 WHEREAS, community college services in this state have proven effective in4 serving individuals and communities by offering targeted academic programs, technical5 education, and occupational training programs designed to meet the state's workforce and6 economic development needs; and7 WHEREAS, there is a need for increased access to public postsecondary education8 two-year academic degree programs on the north shore of Lake Pontchartrain to meet the9 educational needs of students and the economic and workforce development needs of the10 region; and11 WHEREAS, the provision of community college services on the north shore of Lake12 Pontchartrain will provide access to community college opportunities and offerings to a13 currently underserved area of the state.14 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby15 urge and request the Board of Regents to study the feasibility of offering community college16 services on the north shore of Lake Pontchartrain, and to determine how the state can best17 meet the educational needs of students and the economic and workforce development needs18 of this region of the state.19 BE IT FURTHER RESOLVED that the Legislature of Louisiana further requests the20 Board of Regents to submit a written report of its findings and recommendations to the21 Senate Committee on Education and House Committee on Education, not later than sixty22 days prior to the beginning of the 2011 Regular Session of the Legislature.23 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the24 commissioner of higher education, the president of the Louisiana Community and Technical25 College System, and the regional director of the Northshore Technical College.26 SCR NO. 60 SLS 10RS-1068 ORIGINAL Page 3 of 3 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Jeanne C.
