SENATE CONCURRENT RESOLUTI ON NO. 64
BY SENATOR CROWE 
INSURANCE DEPARTMENT. Requests the Department of Insurance to study and make
recommendations with respect to the health insurance crisis.
A CONCURRENT RESOLUTI ON1
To urge and request the Department of Insurance to study and make recommendations with2
respect to solutions to the health care insurance crisis.3
WHEREAS, citizens of Louisiana receive their health care coverage from a variety4
of sources including private insurance provided by employers or purchased on their own, and5
public insurance programs such as Medicare and Medicaid; and6
WHEREAS, premium costs for people with private insurance have risen dramatically7
in recent years, with double-digit rate increases each of the first three years of the new8
millennium; and9
WHEREAS, consumers have seen their out-of-pocket costs for deductibles,10
copayments, and other cost-sharing rise significantly each of the first three years of the new11
millennium; and12
WHEREAS, a slack economy and high unemployment have focused attention on13
access and cost issues faced by consumers seeking individual coverage; and14
WHEREAS, coverage and cost issues have led to debate about how to control15
increases in health care costs and how to provide coverage for the uninsured.16
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby17
urge and request the Department of Insurance to study and make recommendations with18 SCR NO. 64

respect to solutions to the health care insurance crisis including, but not limited to:1
(a) The feasibility to sell health insurance across state lines.2
(b) The implementation of legislation that would prohibit cancellation of a health3
care insurance policy due to illness.4
(c) Prohibiting an insurer from denying health care coverage based on an applicant's5
pre-existing condition.6
(d) Requiring health insurance companies to post premium costs on the department's7
website.8
BE IT FURTHER RESOLVED that a report shall be submitted to the Senate9
Committee on Insurance prior to the start of the 2011 Regular Session.10
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the11
commissioner of insurance.12
