SENATE CONCURRENT RESOLUTI ON NO. 98

COMMENDATIONS.  Commends members of the Louisiana Cancer Control Partnership.
A CONCURRENT RESOLUTI ON1
To commend the Louisiana Cancer Control Partnership and their efforts to develop the2
Comprehensive Cancer Control Plan for Louisiana.3
WHEREAS, an estimated twenty-two thousand one hundred Louisiana residents4
were diagnosed with cancer in 2009, according to the American Cancer Society; and5
WHEREAS, eight thousand eight hundred Louisiana residents are estimated to have6
died of cancer in 2009, according to the American Cancer Society; and7
WHEREAS, according to the Louisiana Tumor Registry for the years 2002 through8
2006, one out of every two males in Louisiana will be diagnosed with invasive cancer during9
his lifetime and about one out of every three females, will be diagnosed with invasive cancer10
during her lifetime; and11
WHEREAS, the Louisiana Tumor Registry reports that of a total of forty-six12
thousand five hundred ten residents of Louisiana died of cancer during the years 200213
through 2006, averaging over nine thousand cancer deaths per year; and14
WHEREAS, Louisiana cancer mortality rates rank among the highest in the nation;15
and16
WHEREAS, cancer remains the second leading cause of death in Louisiana; and17
WHEREAS, the mortality rate for all cancers combined was almost sixty percent18 SCR NO. 98

higher among males than females, with two hundred and seventy-nine male deaths for every1
one hundred thousand men in Louisiana, and one hundred seventy-nine female deaths for2
every one hundred thousand females in Louisiana; and3
WHEREAS, the purpose of the Louisiana Cancer Control Partnership is to develop4
the Louisiana Comprehensive Cancer Control Plan and to develop an effective infrastructure5
and framework to facilitate the reduction of incidence and mortality from cancer in the state6
of Louisiana; and7
WHEREAS, Comprehensive Cancer Control Planning involves a partnership8
between the Centers for Disease Control and Prevention, Louisiana State University Health9
Sciences Center School of Public Health, Louisiana Cancer and Lung Trust Fund Board,10
Louisiana Tumor Registry, American College of Surgeons, Office of Public Health,11
American Cancer Society, as well as public agencies, state academic and research12
institutions, and community-based private and volunteer organizations whose missions are13
to reduce the burden of these diseases, particularly in populations who suffer a14
disproportionate share of cancer; and15
WHEREAS, in an effort to be good stewards of the resources available to the16
Louisiana Comprehensive Control Coalition Plan, the focus will be on the prevention and17
control of cancers for which there is sound scientific evidence that interventions are effective18
in reducing incidence and mortality, and the promotion and implementation of these19
interventions.20
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby21
commend the members of the Louisiana Cancer Control Partnership for their efforts to22
develop the Louisiana Comprehensive Cancer Control Plan.23
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the24
Louisiana Cancer Control Partnership.25
