Creates a special study committee to study and make recommendations with respect to the feasibility, desirability, and practicality of the legislature meeting every two years rather than annually and the state having a two year budget. A CONCURRENT STUDY REQUEST1 To establish a special committee to study and make recommendations relative to the2 feasibility, desirability, and practicality of the legislature meeting every two years3 rather than annually, and relative to the feasibility, desirability, and practicality of4 the state having a two-year budget rather than an annual budget.5 WHEREAS, the Constitution of Louisiana provides that the legislature shall meet6 annually, and that all regular sessions convening in even-numbered years shall be general7 in nature, and all sessions convening in odd-numbered years are primarily limited to fiscal8 matters; and9 WHEREAS, the state presently operates on an annual budget; and10 WHEREAS, the issues of streamlining government and conserving resources have11 become significant issues in the last several years; and12 WHEREAS, the state of Louisiana faces serious concerns relative to limited financial13 resources now and in the future; and14 WHEREAS, states such as Texas have successfully managed the affairs of15 government and served the needs of its people through a legislature that meets only every16 two years and a two-year state budget.17 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana establishes a18 SCSR NO. 1 SLS 10RS-1116 ORIGINAL Page 2 of 3 special committee to study and make recommendations relative to (1) the feasibility,1 desirability, and practicality of the legislature meeting every two years rather than annually2 and (2) the feasibility, desirability, and practicality of the state having a two-year budget3 rather than an annual budget.4 BE IT FURTHER RESOLVED that the twelve members of the special study5 committee shall be the following:6 (1) The chair and vice-chair of the Senate Committee on Finance.7 (2) The chair and vice-chair of the Senate Committee on Revenue and Fiscal Affairs.8 (3) The chair and vice-chair of the Senate Committee on Senate and Governmental9 Affairs.10 (4) The chair and vice-chair of the House Committee on Appropriations.11 (5) The chair and vice-chair of the House Committee on Ways and Means.12 (6) The chair and vice-chair of the House Committee on House and Governmental13 Affairs.14 BE IT FURTHER RESOLVED that the chair of the Senate Committee on Senate and15 Governmental Affairs shall chair the study committee at its organizational meeting, at which16 meeting the study committee shall elect its chair and such other officers as it shall deem17 necessary.18 BE IT FURTHER RESOLVED that the members of this study committee shall serve19 without compensation, except per diem or expense reimbursement to which they may be20 individually entitled as members of the legislature.21 BE IT FURTHER RESOLVED that a majority of the total membership shall22 constitute a quorum of the study committee and any official action by the study committee23 shall require an affirmative vote of a majority of the quorum present and voting.24 BE IT FURTHER RESOLVED that the study committee shall meet as necessary and25 shall report its findings to the legislature not later than April 1, 2011.26 SCSR NO. 1 SLS 10RS-1116 ORIGINAL Page 3 of 3 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Alden A.
