SENATE RESOLUTION NO. 101
BY SENATOR DORSEY 
COMMENDATIONS.  Commends the YouthBuild Capital City, a federally funded program
that targets at-risk youth adults between the ages of 17-24 that are at an 8
th
 grade or lower
reading level, and have yet to receive their high school diplomas.
A RESOLUTION1
To commend and congratulate participants of YouthBuild Capital City upon their motivation2
to do well for themselves and become productive members of society and the3
workforce.4
WHEREAS, YouthBuild Capital City is a federally funded program that targets at-5
risk young adults between the ages of seventeen and twenty-four that are at an eighth grade6
or lower reading level and have yet to receive their high school diplomas; and7
WHEREAS, the goal of YouthBuild Capital City is to provide students with8
educational assistance and direction towards the achievement of their G.E.D., which is an9
essential step in obtaining a meaningful, rewarding and sustainable future, and to offer them10
training to obtain a career in the trade of construction; and11
WHEREAS, YouthBuild Capital City begins the process of moving the students into12
the career of construction by utilizing the National Center for Construction Education and13
Research (NCCER), which is both a state and nationally recognized Core Curriculum, a14
basic Trainee Apprenticeship Preparation (TAP) that provides safety, construction math,15
introduction to hand and power tools, and rigging and blueprint reading; and16
WHEREAS, in addition to classroom and lab training, participants also receive17
OHSA training and certification for construction, and then begin actual on-the-job training18 SR NO. 101

as crews working on refurbishing projects for the East Baton Rouge Parish Housing1
Authority; and2
WHEREAS, YouthBuild Capital City works diligently with the students of the3
program to help them develop an understanding and mastery of day-to-day life and job4
skills, including social skills, effective ways to do job searching, completing employment5
applications, interview etiquette and fiscal responsibility training; and6
WHEREAS, through perseverance and their involvement with YouthBuild Capital7
City, these young adults have formed a solid foundation, which will serve them well in their8
future endeavors.9
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana10
commends and congratulates the students who have participated in YouthBuild Capital City11
for making the effort to rebuild their lives and their communities.12
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to13
YouthBuild Capital City.14
