A RESOLUTION1 To express the sincere and heartfelt condolences of the Senate of the Legislature of2 Louisiana upon the death of Patricia Fae Foster.3 WHEREAS, it is with deep regret and profound sorrow that the citizens of Louisiana4 have learned of the death of Patricia Foster who died on May 11, 2010 at age eighty-one; and5 WHEREAS, Patricia Fae Foster was born in Clovis, New Mexico, on March 9, 1929;6 and7 WHEREAS, while attending Clovis High School, she was elected state president of8 the New Mexico Future Homemakers of America, representing her state in Denver,9 Colorado, and helped formulate the National Future Homemakers of America; and10 WHEREAS, after graduating from high school in 1946, she attended Browning11 Commercial College in Albuquerque, New Mexico and became and accountant; and12 WHEREAS, she worked at the University of New Mexico Book Store until her13 marriage to Fred J. Foster, a theological student, on September 10, 1946; and14 WHEREAS, the couple started their marriage in Tupelo, Mississippi, where Fred was15 in school and, along with another student and his wife, founded Cedar Grove Pentecostal16 Church in Tupelo, Mississippi, which, upon graduation, the Fosters pastored; and17 WHEREAS, in September, 1954, they founded Calvary Pentecostal Church in18 SR NO. 103 SLS 10RS-3279 ORIGINAL Page 2 of 3 Albuquerque; and1 WHEREAS, in 1958 they pastored the First United Pentecostal Church in Orange,2 Texas, until November, 1963, when Texas District International asked them to start Texas3 Bible College in Houston, Texas, with Patricia Fae Foster serving as business manger while4 her husband served as president, and under their tutelage the college became the largest of5 the UPCI; and6 WHEREAS, in January, 1970, the Fosters began their ministry in West Monroe,7 Louisiana, where Patricia Fae Foster became the First Lady of the First Pentecostal Church,8 now The Pentecostals; and9 WHEREAS, she was a key player in the great growth and success of the church over10 the twenty-eight and a half years her husband pastored there, purchasing the property for the11 new facilities on Interstate-20; and12 WHEREAS, since June 1998, when her husband became Pastor Emeritus, she has13 continued to be an active part of the Pentecostals in West Monroe; and14 WHEREAS, her husband credits her with their many accomplishments, "she was a15 tremendous lady and without her grand assistance none of our accomplishments could have16 been possible"; and17 WHEREAS, she was a loving, devoted, and dedicated wife and a cherished mother,18 grandmother, great-grandmother, sister, cousin, and aunt whose love of family was of utmost19 importance in her life; and20 WHEREAS, she was a progressive voice for the Pentecostals, and will always be21 remembered in her community for her distinguished service as the First Lady of the22 Pentecostals; and23 WHEREAS, upon her death the world lost a unique individual who left an indelible24 mark upon the lives of all those who knew her; and25 WHEREAS, because of her numerous accomplishments in public and private life,26 the death of Patricia Fae Foster has left a void in her community and has created a genuine27 sense of profound sorrow in her friends and family.28 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana29 acknowledges with gratitude the outstanding service, and numerous accomplishments of30 SR NO. 103 SLS 10RS-3279 ORIGINAL Page 3 of 3 Patricia Fae Foster and extends sincere regrets and condolences to her family on the occasion1 of her death.2 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to her3 husband, Dr. Fred J.
