SENATE. Provides relative to adopting an earlier prefiling date for legislation related to
retirement.
A RESOLUTION1
To amend and re-adopt Senate Rule No. 9.1(A) of the Rules of Order of the Senate, relative2
to the prefiling of instruments; to require that legislation relative to retirement be3
prefiled not later than five o'clock p.m. of the sixtieth calendar day prior to the start4
of the regular session.5
BE IT RESOLVED by the Senate of the Legislature of Louisiana that Senate Rule6
No. 9.1 of the Rules of Order of the Senate is hereby amended and re-adopted to read as7
follows:8
Rule 9.1. Time of prefiling; written consent of author9
A. At any time between regular sessions, but no later than ten days before the10
beginning of a regular session for joint resolutions proposing a constitutional11
amendment, or no later than five o'clock in the evening of the sixtieth calendar day12
prior to the first day of a regular session for bills relative to retirement, or no13
later than five o'clock in the evening of the tenth calendar day prior to the first day14
of a regular session for all other bills, senators may prefile with the Secretary15
legislative instruments that are proposed for introduction at the next session.16
However, no instrument shall be prefiled between final adjournment of the last17 SR NO. 11

regular session of a legislative term and promulgation of the returns of the general1
election for members of the legislature for the next succeeding term. After the2
promulgation of the election returns, any member-elect may pre-file instruments for3
introduction at the next regular session.4

Present rule provides that joint resolutions proposing a constitutional amendment must be
prefiled no later than 10 days before the beginning of a regular session, and bills must be
prefiled no later than 5:00 p.m. on the 10

Proposed rule provides that bills relative to retirement must be prefiled no later than 5:00
p.m. on the 60

 calendar day prior to the start of a regular session.
Proposed rule otherwise retains present rule.
