Requests the federal government explore creating a federal entity that would oversee and enforce federal, state, and local safety regulations on all deep-water drilling rigs. A RESOLUTION1 To urge and request the federal government explore creating a federal entity to oversee and2 enforce federal, state, and local safety regulations on all deep-water drilling rigs.3 WHEREAS, the safety of all individuals working on deep-water drilling rigs is4 paramount and a top priority; and5 WHEREAS, after a tragedy like the Deepwater Horizon, governments at every level6 need to look at ways to incorporate new ideas and rules to prevent similar tragedies from7 happening again; and8 WHEREAS, after the attacks on September 11, 2001, the federal government created9 the Transportation Security Administration and the office of law enforcement, Federal Air10 Marshal Service, to address the security issues that were highlighted by the attacks; and11 WHEREAS, it is necessary for the well-being of this state and this country to have12 deep-water drilling rigs operating in the absolute safest manner possible; and13 WHEREAS, the implementation of a federal entity whose sole job is to oversee the14 safety of all deep-water drilling rigs is a necessary and appropriate step in light of the15 Deepwater Horizon tragedy; and16 WHEREAS, this federal entity may operate in a similar fashion to the Federal Air17 Marshal Service, with a federal employee stationed on every deep-water drilling rig.18 SR NO. 136 SLS 10RS-5244 ORIGINAL Page 2 of 2 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana1 does hereby urge and request the federal government explore creating a federal entity to2 oversee and enforce federal, state, and local safety regulations on all deep-water drilling rigs.3 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to4 secretary Ken Salazar, the United States Department of the Interior, and to each member of5 the Louisiana Congressional delegation.6 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Christopher D.
