SENATE RESOLUTION NO. 144

COMMENDATIONS.  Commends Victoria Catherine Ward of Captain Shreve High School
upon her selection as a representative of Louisiana at the Hugh O'Brian World Leadership
Congress.
A RESOLUTION1
To commend Victoria Catherine Ward of Captain Shreve High School upon her selection2
as a representative of Louisiana at the Hugh O'Brian World Leadership Congress in3
Los Angeles, California.4
WHEREAS, Victoria Catherine Ward attended the Louisiana Hugh O'Brian Youth5
(HOBY) Leadership Seminar, held from June 4 through June 6, 2010, in Baton Rouge,6
Louisiana; and 7
WHEREAS, the Hugh O'Brian Youth Leadership program was established in 19588
by popular actor Hugh O'Brian following a visit to Africa, where he met with famed9
humanitarian, Dr. Albert Schweitzer, and was inspired to create an organization designed10
to encourage young people to take leadership roles in society; and11
WHEREAS, Victoria Catherine Ward was joined by one hundred twenty-one other12
young leaders who represented their high schools throughout Louisiana; and13
WHEREAS, these young individuals discussed the core values of the HOBY14
organization, including the impact of volunteering in one's community, the partnership in15
community, and an appreciation and need for diversity in our culture; and16
WHEREAS, the Hugh O'Brian World Leadership Congress is held every year in17
conjunction with a major United States university, and the World Leadership Congress18 SR NO. 144

(WLC) brings together young men and women from around the world for a week-long1
intensive educational leadership conference; and2
WHEREAS, Victoria Catherine Ward was chosen as an alternate to represent3
Louisiana at the Hugh O'Brian World Leadership Congress, which is being held July 234
through July 30, 2010, at the University of California in Los Angeles; and5
WHEREAS, in September of each year, HOBY sends nomination materials to every6
accredited public and private high school in the United States, and each high school is7
invited to select one sophomore with demonstrated leadership abilities and potential to8
attend regional spring HOBY seminars; and9
WHEREAS, at the World Leadership Congress, students learn firsthand about other10
cultures and opinions, form friendships, and exchange ideas in an environment where they11
can feel comfortable in open discussions with their peers, learning to voice how they have12
shaped and formed their own views about the role of leadership in society; and13
WHEREAS, Hugh O'Brian believes the most important thing in education is to teach14
young people to think for themselves, which, as a result of the more than three hundred15
thousand HOBY alumni, has influenced and inspired young people to become more involved16
in their communities; and17
WHEREAS, the Hugh O'Brian World Leadership Congress seeks to inspire high18
school students to excel as leaders, using friendship with others as a catalyst for their19
learning experience.20
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana21
does hereby commend Victoria Catherine Ward upon her selection as a representative of22
Louisiana at the Hugh O'Brian World Leadership Congress in Los Angeles, California, and23
does hereby recognize the pride and honor that this wonderful young woman has brought to24
her family, friends, and community and the state of Louisiana.25
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to26
