CENSUS: Provides relative to provisions in Title 46 which are limited in applicability to
political subdivisions or local areas meeting specified population characteristics

AN ACT1
To amend and reenact R.S. 46:1081(A) and 1091(A)(1) and (B)(1)(b), relative to provisions2
of Title 46 (Public Welfare and Assistance) of the Louisiana Revised Statutes of3
1950 which are limited in applicability to certain political subdivisions or local areas4
based upon population classifications; to specify applicability to one or more5
political subdivisions or local areas; to repeal provisions that are outdated or6
obsolete; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 46:1081(A) and 1091(A)(1)and (B)(1)(b) are hereby amended and9
reenacted to read as follows: 10
PART III.  PARISH HOSPITAL SERVICE DISTRICTS DISTRICT FOR RAPIDES11
§1081.  Parish hospital service district; population Rapides12
A.  A parish hospital service district is hereby created in each parish having13
a population in excess of one hundred ten thousand but not more than one hundred14
thirty-five thousand persons, as of the latest federal decennial census, Rapides Parish15
and shall be known as the "Parish Hospital Service District for the Parish of (name16
of parish) Rapides", hereinafter referred to in this Part as the "district", whose17
boundaries shall be coterminous with the parish.18

§1091. Parish hospital service district; population East Baton Rouge and West3
Feliciana4
A.(1) A parish hospital service district is hereby created and shall be5
composed of all of the following areas, except as specifically excluded in this Part:6
(a)  Parishes having a population in excess of four hundred ten thousand but7
not more than four hundred fifty thousand, based on the latest federal decennial8
census East Baton Rouge Parish.9
(b) Parishes whose boundary is contiguous to 	a parish having a population10
in excess of four hundred ten thousand but not more than four hundred fifty11
thousand, based on the latest federal decennial census East Baton Rouge Parish.12
(c)  Parishes having a population in excess of fourteen thousand seven13
hundred fifty but not more than fifteen thousand three hundred fifty, based on the14
latest federal decennial census West Feliciana Parish.15

(b) One member shall be appointed to serve on the board of commissioners19
from each parish included in the district; however, the board membership shall be20
increased and additional members appointed to serve on the board until a majority21
of the members of the board are qualified voters and residents of the parish having22
a population in excess of four hundred ten thousand but not more than four hundred23
fifty thousand of East Baton Rouge.24

Abstract: Updates the applicability of provisions in Title 46 as a result of the 2010 census.
Proposed law, contained in Title 46 (Public Welfare and Assistance) of the Louisiana
Revised Statutes of 1950, legislates with regard to classifications of parishes, municipalities,
or other political subdivisions or local areas according to population by enacting local bills
to limit the application of laws based upon specific classifications to one or more parishes,
municipalities, or other political subdivisions or local areas, and by repealing certain
provisions based upon certain population classification ranges, as follows:
