CENSUS: Provides relative to provisions in Title 3 which are limited in applicability to
political subdivisions or local areas meeting specified population characteristics

AN ACT1
To amend and reenact R.S. 3:3021, relative to provisions of Title 3 (Agriculture and2
Forestry) of the Louisiana Revised Statutes of 1950 which are limited in applicability3
to certain political subdivisions or local areas based upon population classifications;4
to specify applicability to one or more political subdivisions or local areas; and to5
provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 3:3021 is hereby amended and reenacted to read as follows:8
ยง3021. Regulations in home rule charter governments of over four hundred twenty-9
five thousand10
Nothing contained in this Chapter shall be construed to prevent or limit the11
governing authority of a municipality or parish operating under a home rule charter12
with a population greater than four hundred twenty-five thousand according to the13
latest federal decennial census the city of New Orleans, Orleans Parish, or Jefferson14
Parish from adopting ordinances for the operation of its own program for the control15
of animals nor to prevent or limit the enforcement of said ordinances or the16
imposition of fees and fines thereunder; however, in no event shall such fees or fines17
be less than similar fees or fines imposed under this Chapter.18 HLS 111ES-50	ORIGINAL

Abstract: Updates applicability of provisions in Title 3 as a result of the 2010 census.
Proposed law, contained in Title 3(Agriculture and Forestry) of the Louisiana Revised
Statutes of 1950, legislates with regard to classifications of parishes, municipalities, or other
political subdivisions or local areas according to population by enacting local bills to limit
the application of laws based upon specific classifications to one or more parishes,
municipalities, or other political subdivisions or local areas, by adjusting the population
ranges affected by the 2010 census, and by repealing certain provisions based upon certain
population classification ranges, as follows:
