JOINT RULES:  Provides for the designation of certain recommended bills
A CONCURRENT RESOLUTI ON1
To amend and readopt Joint Rule No. 10 of the Joint Rules of the Senate and House of2
Representatives, to provide for the designation of bills recommended by the3
Louisiana State Law Institute and the Louisiana Sentencing Commission.4
BE IT RESOLVED by the Legislature of Louisiana that Joint Rule No. 10 of the5
Joint Rules of the Senate and House of Representatives is hereby amended and readopted6
to read as follows:7
Joint Rule No. 10.  Bills recommended by the Law Institute 8
A. A bill submitted on the recommendation of the Louisiana State Law9
Institute may be introduced and considered by the Senate and House of10
Representatives in pamphlet form and, whether in pamphlet form or not, may include11
introductory comments and explanatory comments following proposed sections or12
articles.13
B.  A bill submitted upon the recommendation of the Louisiana Sentencing14
Commission may include introductory comments and explanatory comments15
following proposed sections or articles.16
C. Comments included in the bill shall not be enactments of the Legislature,17
and shall be included only as explanatory language, and shall not be law, but may be18
printed in the official edition of the pertinent law with such changes to be made19 HLS 111ES-348	ORIGINAL

therein by the Louisiana State Law Institute as it may deem necessary to accurately1
reflect the sections or articles as enacted, or subsequently amended.2
D. A bill may be designated as having been recommended by the Louisiana3
State Law Institute and the Louisiana Sentencing Commission.4

Abstract: Provides that the La. Sentencing Commission may provide for comments on
recommended legislation and that bills may be designated as having been
recommended by the LSLI and the La. Sentencing Commission.
Present Joint Rule provides that a bill submitted on the recommendation of the La. State Law
Institute (LSLI) may include introductory comments and explanatory comments following
proposed sections or articles. 
Proposed Joint Rule retains the provisions of present Joint Rule and adds that bills submitted
on the recommendation fo the La. Sentencing Commission may include introductory
comments and explanatory comments.
Proposed Joint Rule provides that a bill may be designated as having been recommended by
the LSLI or the La. Sentencing Commission.
