SENATE BILL NO. 12
BY SENATOR AMEDEE 
CENSUS. Provides relative to provisions in Title 56 which are limited in applicability to
political subdivisions or local areas meeting specified population characteristics.
AN ACT1
To amend and reenact R.S. 56:322(E)(1) and 1948.7(C), relative to provisions of Title 562
(Wildlife and Fisheries) of the Louisiana Revised Statutes of 1950, which are limited3
in applicability to certain political subdivisions or local areas based upon population4
classifications; to specify applicability to one or more political subdivisions; and to5
provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 56:322(E)(1) and 1948.7(C) are hereby amended and reenacted to8
read as follows:9
§322. Seines or nets; size of mesh; classification as to salt or fresh water; crawfish10
traps11

E.  The following provisions shall apply in freshwater areas:13
(1) Hoop nets.  For the taking of commercial fish a person may have in14
possession or in use hoop nets with a mesh of not less than one inch square or two15
inches stretched after treating with tar or copper; however, a person may have in16
possession or in use hoop nets with a mesh of not less than two inches square or four17 SB NO. 12

inches stretched after treating with tar or copper for the taking of commercial fish1
from a freshwater lake located wholly within a parish of over two hundred thousand2
population lying west of the Mississippi River Caddo Parish.3

§1948.7.  Exclusions from Louisiana Byway designation5

C. Any section of the a road designated as a Louisiana scenic highway,7
which is located in one or more the parishes with a population less than forty8
thousand, which is under the authority of a police jury form of government, and9
which includes State Highway 6, from its connection with State Highway 171 in10
Many, east through Natchitoches to its intersection with State Highway 84, east to11
the LaSalle Parish line of LaSalle, Natchitoches, Sabine, or Winn, shall be12
excluded from the scenic byway designation.13

Proposed law, contained in Title 56 (Wildlife and Fisheries) of the Louisiana Revised
Statutes of 1950, legislates with regard to classifications of parishes, municipalities, or other
political subdivisions or local areas according to population by enacting local bills to limit
the application of laws based upon specific classifications to one or more parishes,
municipalities, or other political subdivisions or local areas, by adjusting the population
ranges affected by the 2010 census, and by repealing certain provisions based upon certain
population classification ranges, as follows:
