AN ACT1
To amend and reenact R.S. 42:15(B), 66(J), 261(C), and 1123(20), relative to the provisions2
of Title 42 (Public Officers and Employees) of the Louisiana Revised Statutes of3
1950, which are limited in applicability to certain political subdivisions or local areas4
based upon population classifications; to specify applicability to one or more5
political subdivisions or local areas; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 42:15(B), 66(J), 261(C), and 1123(20) are hereby amended and8
reenacted to read as follows:9
§15.  School board meetings; public comment10

B.  A school board in a parish containing a municipality with a population of12
four hundred thousand or more according to the latest federal decennial census The13
Orleans Parish School Board, at any meeting of the school board, shall provide an14
opportunity for public comment subject to reasonable rules, regulations, and15
restrictions as adopted by the school board.16

§66.  Exemptions18

J. Nothing in this Part shall be construed to prohibit an elected school board20
member from holding employment as a juvenile probation officer in a district court,21
as a parish prison warden, or as a deputy sheriff provided that such person, on22
September 7, 1979, held elective office as a school board member and at the same23

time held elective or appointive office in juvenile services of the district court, or1
held elective office as a school board member and at the same time held employment2
as a parish prison warden or as a deputy sheriff and has continued to so serve as a3
school board member and in juvenile services of the district court, or as a school4
board member and as a parish prison warden or a deputy sheriff. The provisions of5
this Subsection relative to parish prison wardens and deputy sheriffs shall not be6
applicable in any parish over 400,000 in population Orleans Parish, Jefferson7
Parish, or East Baton Rouge Parish.8

§261.  District attorneys; counsel for boards and commissions10

C. Notwithstanding the provisions of Subsections A and B of this section12
Section or of any other law, the governing authority of any parish listed in the 197013
decennial federal census as having a total population of between 70,000 and 80,00014
Terrebonne Parish may retain, select and/or or employ, on a full or part time full15
or part-time basis or on retainer, an attorney to serve as its regular or special16
attorney and in such case may fix and pay the salary or compensation of said17
attorney.  The employment of an attorney under this authorization relieves the18
district attorney of responsibility.19

§1123.  Exceptions21
This Part shall not preclude:22

(20) An airport authority member or employee in an airport in any parish24
having a population of less than two hundred twenty-five thousand persons,25
according to the most recent census, or an airport authority member or employee in26
an airport in any parish having a population of two hundred twenty-five thousand27
persons or more according to the most recent census if the airport over which such28
an airport authority has jurisdiction does not have scheduled air service, from using29

which he is employed; provided the services are available to the member or1
employee subject to the same terms, conditions, and availability as to any other2
member of the public, whether such services are obtained directly from the airport3
or from a fixed-based operator. The provisions of this Paragraph shall not apply to4
the Louisiana Airport Authority.5
