SENATE BILL NO. 6
BY SENATOR MURRAY 
CENSUS. Provides relative to provisions in Title 4 which are limited in applicability to
political subdivisions or local areas meeting specified population characteristics.
AN ACT1
To amend and reenact R.S. 4:149.5(B)(1) and 214(A)(4), relative to provisions of Title 42
(Amusements and Sports) of the Louisiana Revised Statutes of 1950, which are3
limited in applicability to certain political subdivisions or local areas based upon4
population classifications; to specify applicability to one or more political5
subdivisions or local areas; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 4:149.5(B)(1) and 214(A)(4) are hereby amended and reenacted to8
read as follows: 9
§149.5.  Account wagering10

B.(1) Notwithstanding any other provisions of law to the contrary, the12
commission shall adopt rules regulating account wagering and shall authorize13
account wagering to be conducted by a licensee operating a pari-mutuel live horse14
racing facility located in any municipality having a population in excess of four15
hundred fifty thousand persons as of the 1990 federal decennial census the city of16

§214. Offtrack wagering facilities; licensing; criteria; management; appeal of2
license suspension or revocation3
A. License approval shall be subject to the criteria established by R.S. 4:159.4
Licensure shall be subject to the following conditions:5

(4) Not more than two offtrack wagering facilities may be licensed in 	a any7
parish with a population of less than four hundred twenty-five thousand except for8
Orleans and Jefferson.9

Proposed law, contained in Title 4 (Amusements and Sports) of the Louisiana Revised
Statutes of 1950, legislates with regard to classifications of parishes, municipalities, or other
political subdivisions or local areas according to population by enacting local bills to limit
the application of laws based upon specific classifications to one or more parishes,
municipalities, or other political subdivisions or local areas, by adjusting the population
ranges affected by the 2010 census, and by repealing certain provisions based upon certain
population classification ranges, as follows:
