HOUSE BILL NO. 113

Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
PROPERTY/PUBLIC:  Authorizes the transfer of certain properties in Iberville Parish
AN ACT1
To authorize and provide for the transfer of certain state property; to authorize the transfer2
of certain state property in Iberville Parish; to provide for the property description;3
to provide for reservation of mineral rights; to provide terms and conditions; to4
provide an effective date; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. The commissioner of the division of administration, notwithstanding any7
other provision of law to the contrary, is hereby authorized and empowered to convey,8
transfer, assign, lease, or deliver any interest, excluding mineral rights, the state may have9
to all or any portion of the following described parcels of property to the Murrel Family,10
L.L.C.:11
Tract #112
SE/4 of Section 44, T-10-S, R-12-E, Iberville Parish, 160 acres.13
Tract #214
Fractional Section 51, T-10-S, R-12-E, Iberville Parish, 520.24 acres.15
Section 2. The commissioner of the division of administration is hereby authorized16
to enter into such agreements, covenants, conditions, and stipulations and to execute such17
documents as necessary to properly effectuate any conveyance, transfer, assignment, lease,18
or delivery of title, excluding mineral rights, to the property described in Section 1, and as19
more specifically described in any such agreements entered into and documents executed20
by and between the commissioner of the division of administration and the Murrel Family,21
L.L.C., in exchange of consideration proportionate to the appraised value of the property.22 HLS 11RS-605	ORIGINAL

Section 3. The commissioner of administration, notwithstanding any other provision1
of law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,2
and deliver any interest, excluding mineral rights, the state may have to the following3
described properties to the Cora Texas Manufacturing Company, L.L.C.:4
The entirety of the NW/4 of Section 14, T11S-R13E, Iberville Parish, less5
and except the following described tracts:6
Tract 17
The East 100 feet of the NW/4, Section 14, containing approximately 6.06 acres,8
more or less;9
Tract 210
Commencing at the Southwest Corner of the Northwest Quarter (NW ¼) of Section11
14 with said point being the POINT OF BEGINNING (P.O.B.); thence northerly12
along the western line of the Northwest Quarter (NW ¼) of Section 14 to the13
apparent southern right-of-way line of Miles Road; thence southeasterly along the14
apparent southern right-of-way line of Miles Road to the Ordinary Low Water15
(OLW) line of Bayou Sigur; thence southwesterly along the Ordinary Low Water16
line (OLW) of said bayou to the southern line of the Northwest Quarter (NW ¼) of17
Section 14; thence westerly along said southern line to the POINT OF18
BEGINNING (P.O.B.), containing approximately 53 acres, more or less; 19
Tract 320
Commencing at the Northeast Corner of the Northwest Quarter (NW ¼) of Section21
14 ; thence westerly 100 feet along the northern line of the Northwest Quarter (NW22
¼) to a point being the POINT OF BEGINNING (P.O.B.); thence southerly along23
the eastern line of lands owned by the State of Louisiana to the Ordinary Low Water24
(OLW) line of Bayou Sigur; thence southwesterly along the Ordinary Low Water25
(OLW) line of said bayou to a point on the apparent northern right-of-way line of26
Miles Road; thence northwesterly along the apparent northern right-of-way line of27
Miles Road to a point on the western line of the Northwest Quarter (NW ¼) of28
Section 14; thence northerly along the said western line to the Northwest Corner of29
the Northwest Quarter (NW ¼) of Section 14 ; thence easterly along the northern line30
of the Northwest Quarter (NW ¼) to the POINT OF BEGINNING, containing31
approximately 79 acres, more or less;32
Containing approximately 21.49 acres, more or less.33
Section 4. The commissioner of administration, on behalf of the state of Louisiana,34
is hereby authorized to enter into such agreements, covenants, conditions, and stipulations35
and to execute such documents as are necessary to properly effectuate any conveyance,36
transfer, assignment, lease, or delivery of title, excluding mineral rights, to the properties37
described in Section 3 herein, and as more specifically described in any such agreements38
entered into and documents executed by and between the commissioner of administration39
and the Cora Texas Manufacturing Company, L.L.C., in exchange of consideration40

Section 5. This Act shall become effective upon signature by the governor or, if not1
signed by the governor, upon expiration of the time for bills to become law without signature2
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If3
vetoed by the governor and subsequently approved by the legislature, this Act shall become4
effective on the day following such approval.5
