HOUSE BILL NO. 113

Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
AN ACT1
To authorize and provide for the transfer of certain state property; to provide for the property2
description; to provide for reservation of mineral rights; to provide terms and3
conditions; to provide an effective date; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. The commissioner of the division of administration, notwithstanding any6
other provision of law to the contrary, is hereby authorized and empowered to convey,7
transfer, assign, lease, or deliver any interest, excluding mineral rights, the state may have8
to all or any portion of the following described parcels of property to the Murrell Family,9
L.L.C.:10
Tract #111
SE/4 of Section 44, T-10-S, R-12-E, Iberville Parish, 160 acres.12
Tract #213
Fractional Section 51, T-10-S, R-12-E, Iberville Parish, 520.24 acres.14
Section 2. The commissioner of the division of administration is hereby authorized15
to enter into such agreements, covenants, conditions, and stipulations and to execute such16
documents as necessary to properly effectuate any conveyance, transfer, assignment, lease,17
or delivery of title, excluding mineral rights, to the property described in Section 1, and as18
more specifically described in any such agreements entered into and documents executed19
by and between the commissioner of the division of administration and the Murrell Family,20
L.L.C., in exchange of consideration proportionate to the appraised value of the property.21
Section 3. The commissioner of administration, notwithstanding any other provision22
of law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,23 ENROLLEDHB NO. 113

and deliver any interest, excluding mineral rights, the state may have to the following1
described properties to the Cora Texas Manufacturing Company, L.L.C.:2
The entirety of the NW/4 of Section 14, T11S-R13E, Iberville Parish, less3
and except the following described tracts:4
Tract 15
The East 100 feet of the NW/4, Section 14, containing approximately 6.06 acres,6
more or less;7
Tract 28
Commencing at the Southwest Corner of the Northwest Quarter (NW ¼) of Section9
14 with said point being the POINT OF BEGINNING (P.O.B.); thence northerly10
along the western line of the Northwest Quarter (NW ¼) of Section 14 to the11
apparent southern right-of-way line of Miles Road; thence southeasterly along the12
apparent southern right-of-way line of Miles Road to the Ordinary Low Water13
(OLW) line of Bayou Sigur; thence southwesterly along the Ordinary Low Water14
line (OLW) of said bayou to the southern line of the Northwest Quarter (NW ¼) of15
Section 14; thence westerly along said southern line to the 	POINT OF16
BEGINNING (P.O.B.), containing approximately 53 acres, more or less; 17
Tract 318
Commencing at the Northeast Corner of the Northwest Quarter (NW ¼) of Section19
14 ; thence westerly 100 feet along the northern line of the Northwest Quarter (NW20
¼) to a point being the POINT OF BEGINNING (P.O.B.); thence southerly along21
the eastern line of lands owned by the State of Louisiana to the Ordinary Low Water22
(OLW) line of Bayou Sigur; thence southwesterly along the Ordinary Low Water23
(OLW) line of said bayou to a point on the apparent northern right-of-way line of24
Miles Road; thence northwesterly along the apparent northern right-of-way line of25
Miles Road to a point on the western line of the Northwest Quarter (NW ¼) of26
Section 14; thence northerly along the said western line to the Northwest Corner of27
the Northwest Quarter (NW ¼) of Section 14 ; thence easterly along the northern line28
of the Northwest Quarter (NW ¼) to the POINT OF BEGINNING, containing29
approximately 79 acres, more or less; the remainder containing 21.49 acres, more or30
less.31
Section 4.  The commissioner of administration, on behalf of the state of32
Louisiana, is hereby authorized to enter into such agreements, covenants, conditions,33
and stipulations and to execute such documents as are necessary to properly34
effectuate any conveyance, transfer, assignment, lease, or delivery of title, excluding35
mineral rights, to the properties described in Section 3 herein, and as more36
specifically described in any such agreements entered into and documents executed37
by and between the commissioner of administration and the Cora Texas38
Manufacturing Company, L.L.C., in exchange of consideration proportionate to the39
appraised value of the property.40
Section 5. The commissioner of the division of administration, notwithstanding any41
other provision of law to the contrary, is hereby authorized and empowered to convey,42
transfer, assign, lease, or deliver any interest, excluding mineral rights, the state may have43 ENROLLEDHB NO. 113

to all or any portion of the following described parcels of property to the Madison Tigers,1
L.L.C.:2
2/3rd undivided interest in Lots 1, 4, 5 (82 acres) & NE/4 of SE/4 (40.433
acres), Section 28 Township 12 South Range 8 East4
1/3rd undivided interest in the NE/4 of NE/4 Section 18 Township 12 South5
Range 8 East (40.40 acres)6
2/3rd undivided interest in the SE/4 of SE/4 Section 18 Township 12 South7
Range 8 East (40.40 acres)8
Section 6. The commissioner of the division of administration is hereby authorized9
to enter into such agreements, covenants, conditions, and stipulations and to execute such10
documents as necessary to properly effectuate any conveyance, transfer, assignment, lease,11
or delivery of title, excluding mineral rights, to the property described in Section 5, and as12
more specifically described in any such agreements entered into and documents executed13
by and between the commissioner of the division of administration and the Madison Tigers,14
L.L.C., in exchange of consideration proportionate to the appraised value of the property.15
Section 7. The secretary of the Department of Culture, Recreation and Tourism and16
the commissioner of the division of administration, notwithstanding any other provision of17
law to the contrary, are hereby authorized and empowered to convey, transfer, assign, lease,18
or deliver any interest, excluding mineral rights, in accordance with R.S. 41:131 et seq., the19
state may have to all or any portion of the following described parcel of property:20
That certain parcel of land comprising 90 acres, more or less, excluding21
mineral rights, situated within the city of Farmerville and along the shoreline of Lake22
D'Arbonne in Sections 25 and 36, Township 21 North, Range 1 West, Union Parish,23
Louisiana.24
Section 8. The secretary of the Department of Culture, Recreation and Tourism and25
the commissioner of the division of administration are hereby authorized to enter into such26
agreements, covenants, conditions, and stipulations and to execute such documents as27
necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of28
title, excluding mineral rights, to the property described in Section 7, and as more29
specifically described in any such agreements entered into and documents executed by and30
between secretary of the Department of Culture, Recreation and Tourism and the31
commissioner of the division of administration and the person or entity purchasing the32
property, in exchange of consideration proportionate to the appraised value of the property.33
Section 9.  Notwithstanding any provisions of law to the contrary, the net proceeds34
of the transfer authorized in Section 7 shall be deposited into the Louisiana State Parks35 ENROLLEDHB NO. 113

Improvement and Repair Fund and dedicated for the acquisition of property to expand1
existing park areas in Union Parish, the addition of new facilities on existing park areas in2
Union Parish, or for general repairs and improvements to existing facilities on existing park3
areas within Union Parish.4
Section 10. The secretary of the Department of Wildlife and Fisheries or the5
Louisiana Wildlife and Fisheries Commission, notwithstanding any other provision of law6
to the contrary, is hereby authorized and empowered to convey, transfer, assign, and deliver7
any interest, excluding mineral rights, the state may have to the following described parcel8
of property to Avahoula Resources, LLC:9
A certain tract of land identified as being the dried beds of Larto Lake in10
Sections 13 and 24, Township 4 North, Range 5 East, containing approximately11
55.33 acres, more or less, Catahoula Parish.12
Section 11. In exchange for the above described property in Section 10, the secretary13
of the Department of Wildlife and Fisheries or the Louisiana Wildlife and Fisheries14
Commission, notwithstanding any other provision of law to the contrary, is hereby15
authorized and empowered to accept delivery of title to all or any portion of the following16
described parcel of property, excluding mineral rights, or to accept any other form of17
consideration from Avahoula Resources, LLC:18
A certain tract of land of equal or greater value situated above the ordinary19
high water mark of Lake Larto as it existed in 1812, located in Catahoula Parish.20
Section 12. The secretary of the Department of Wildlife and Fisheries or the21
Louisiana Wildlife and Fisheries Commission, on behalf of the state of Louisiana, is hereby22
authorized to enter into such agreements, covenants, conditions, and stipulations and to23
execute such documents as necessary to properly effectuate any conveyance, transfer,24
assignment, acceptance or delivery of title, excluding mineral rights, to the properties25
described in Sections 10 and 11, and as more specifically described in any such agreements26
entered into and documents executed by and between the secretary of the Department of27
Wildlife and Fisheries, the Louisiana Wildlife and Fisheries Commission, and Avahoula28
Resources, LLC, in exchange of consideration proportionate to the appraised value of the29
properties.30
Section 13. This Act shall become effective upon signature by the governor or, if not31
signed by the governor, upon expiration of the time for bills to become law without signature32
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If33 ENROLLEDHB NO. 113

vetoed by the governor and subsequently approved by the legislature, this Act shall become1
effective on the day following such approval.2
