HOUSE BILL NO. 249

TRANSPORTATION:  Authorizes the use of certain motorized vehicles in the city limits
of the town of Welsh
AN ACT1
To enact R.S. 32:127.1, relative to highway right-of-way crossings; to authorize golf carts2
to cross Louisiana Highway 90 and Louisiana Highway 99 in the town of Welsh; and3
to provide for related matters.4
Notice of intention to introduce this Act has been published5
as provided by Article III, Section 13 of the Constitution of6
Louisiana.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 32:127.1 is hereby enacted to read as follows: 9
ยง127.1.  Golf cart crossings10
A. Any law to the contrary notwithstanding, golf carts are authorized to cross11
Louisiana Highway 90 and Louisiana Highway 99 on marked or designated paths or12
crossings for such vehicles within the town limits of Welsh between sunrise and13
sunset.14
B. A valid driver's license shall be a prerequisite for operating a golf cart15
when crossing Louisiana Highway 90 and Louisiana Highway 99 in the town of16
Welsh.17
C. Crossing signs may be posted by the Department of Transportation and18
Development at the request of the governing authority of the town of Welsh.19 HLS 11RS-334	ENGROSSED

D. The Department of Transportation and Development, with the consultation1
and advice of the governing authority of the town of Welsh, shall formulate guidelines2
to determine where such crossing signs shall be placed in accordance with the3
provisions of this Section.4
E. For the purposes of this Section, the provisions of R.S. 32:53(D),  235(C),5
261, and Chapter 5 of this Title shall not apply, and golf carts shall not be considered6
a vehicle for purposes of defining "equipment" as referenced in Part V of Chapter 17
of this Title.8

Proposed law requires a valid driver's license when operating a golf cart while crossing LA
90 or 99 in the town of Welsh.
Proposed law allows crossing signs to be posted by DOTD at the request of the governing
authority of the town of Welsh.
Proposed law requires DOTD, with the consultation and advice of the governing authority
of the town of Welsh, to formulate guidelines to determine where such crossing signs are to
be placed.
Proposed law excepts the provisions of proposed law from certain requirements contained in
present law and provides that golf carts not be considered a vehicle for purposes of defining
"equipment".
