ASSESSORS: Requires the assessor in certain parishes to pay insurance premiums for
retirees
AN ACT1
To amend and reenact R.S. 47:1923(D)(1), relative to tax assessors; to require the payment2
by an assessor of premiums for group insurance for coverage of certain retirees of3
the office of the assessor in certain parishes; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. R.S. 47:1923(D)(1) is hereby amended and reenacted to read as follows:6
ยง1923. Authority for assessors separately or jointly to contract for insurance;7

D.(1)  In the parishes of Allen, Ascension, Assumption, Avoyelles,10
Beauregard, Bienville, Calcasieu, Cameron, Claiborne, Concordia, DeSoto, East11
Baton Rouge, Franklin, Iberia, Iberville, Jackson, Jefferson, Lafayette, Lafourche,12
LaSalle, Madison, Morehouse, Natchitoches, Orleans, Ouachita, Plaquemines, Pointe13
Coupee, Rapides, Red River, Sabine, St. Bernard, St. Charles, St. Helena, St. John14
the Baptist, St. Landry, St. Martin, Tangipahoa, Tensas, Terrebonne, Union,15
Vermilion, Vernon, Washington, Webster, West Baton Rouge, West Carroll, and16
West Feliciana, and any parish with a population of between ten thousand and eleven17
thousand according to the 2010 federal decennial census, the assessor shall pay the18
premium cost of group life, dental, group health, hospital, surgical, or other medical19

years of service who is at least fifty-five years of age or who retires with at least1
thirty years of service at any age.  A uniform policy with respect to the payment of2
such premium shall be formulated and applied by the assessor of each parish listed3
in this Subsection.4

Abstract: Requires the assessor for any parish with a population of between 10,000 and
11,000 to pay the group insurance premiums for retirees of the assessor's office who
meet certain eligibility criteria.
Present law requires that the tax assessor of certain parishes pay the premium cost of group
life, dental, health, and other insurance for any assessor or assessor's employee who retires
with at least 20 years of service who is at least 55 years of age or who retires with at least
30 years of service at any age.  The parishes included are: Acadia, Allen, Ascension,
Assumption, Avoyelles, Beauregard, Bienville, Calcasieu, Cameron, Claiborne, Concordia,
DeSoto, East Baton Rouge, Franklin, Iberia, Iberville, Jackson, Jefferson, Lafayette,
Lafourche, LaSalle, Madison, Morehouse, Natchitoches, Orleans, Ouachita, Plaquemines,
Pointe Coupee, Rapides, Red River, Sabine, St. Bernard, St. Charles, St. Helena, St. John the
Baptist, St. Landry, St. Martin, Tangipahoa, Tensas, Terrebonne, Union, Vermilion, Vernon,
Washington, Webster, West Baton Rouge, West Carroll, and West Feliciana.
Proposed law retains present law and adds the assessor in a parish with a population of
between 10,000 and 11,000 according to the 2010 census.
