MTR VEHICLE/LICEN PLATES:  Creates the La. Seafood prestige license plate and
Hospice special prestige license plate
AN ACT1
To enact R.S. 47:463.152 and 463.153, relative to motor vehicle special prestige license2
plates; to provide for the creation, issuance, and design of such license plates; to3
provide relative to the fee and distribution of fees for such plates; to authorize the4
promulgation of rules and regulations; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 47:463.152 and 463.153 are hereby enacted to read as follows:7
§463.152.  Special prestige license plate; "Louisiana Seafood"8
A. The secretary of the Department of Public Safety and Corrections shall9
establish a special prestige motor vehicle license plate to be known as the "Louisiana10
Seafood" plate, in support of the Louisiana seafood industry, provided there is a11
minimum of one thousand applicants for such plates.  These license plates shall be12
restricted to use on passenger cars, pickup trucks, recreational vehicles, and vans.13
B. The color and design of the license plate shall be selected by the14
Louisiana Seafood Promotion and Marketing Board, provided that it is in compliance15
with R.S. 47:463(A)(3).16
C. The prestige license plate shall be issued, upon application, to any citizen17
of Louisiana in the same manner as any other motor vehicle license plate.18
D.  The charge for the prestige license plate shall be the standard motor19
vehicle license tax imposed by Article VII, Section 5 of the Constitution of20 HLS 11RS-871	ENGROSSED

Louisiana, plus an annual royalty fee of twenty-five dollars for each license plate to1
be collected by the department every two years upon renewal of the plate, which2
shall be disbursed in accordance with Subsection E of this Section. A handling fee3
of three dollars and fifty cents for each plate shall be charged and retained by the4
department to offset a portion of administrative costs.5
E. The annual royalty fee shall be collected by the department and deposited6
into the Louisiana Seafood Promotion and Marketing Fund. The monies received7
from the royalty fees shall be used by the Louisiana Seafood Promotion and8
Marketing Board to implement the duties and functions of that board, relating to the9
promotion and marketing of seafood as provided for in R.S. 56:578.3.10
F. The secretary shall adopt rules and regulations as are necessary to11
implement the provisions of this Section.12
§463.153.  Special prestige license plate; "Hospice"13
A. The secretary of the Department of Public Safety and Corrections shall14

E. The annual royalty fee shall be collected by the department and forwarded3
to the American Cancer Society, Mid-South Division. The monies received from the4
royalty fees shall be used solely by the American Cancer Society, Mid-South5
Division's mission delivery programs, within the state of Louisiana.6
F. The secretary shall adopt rules and regulations as are necessary to7
implement the provisions of this Section.8

be used to implement the duties and functions of the board related to promotion and
marketing as provided for in present law.
