Regular Session, 2011 HOUSE BILL NO. 327 BY REPRESENTATIVES ROY AND HAZEL DISTRICTS/ECONOMIC DEVEL: Extends the boundaries of the Alexandria Central Economic Development District AN ACT1 To amend and reenact R.S. 33:2740.46(B)(2), relative to the city of Alexandria; to provide2 relative to the Alexandria Central Economic Development District; to extend the3 boundaries of the district; and to provide for related matters.4 Notice of intention to introduce this Act has been published5 as provided by Article III, Section 13 of the Constitution of6 Louisiana.7 Be it enacted by the Legislature of Louisiana:8 Section 1. R.S. 33:2740.46(B)(2) is hereby amended and reenacted to read as9 follows: 10 ยง2740.46. (b) Notwithstanding the provisions of Subparagraph (a) of this Paragraph,1 the boundaries of the district shall also include the area described as follows:2 That certain tract, piece or parcel of land, containing 10.602, more or less, together3 with all buildings and improvements situated thereon, located in Section 4, Township4 3 North, Range 1 West, City of Alexandria, Rapides Parish, Louisiana, being tract5 shown on a survey by Monceaux Buller & Associates, LLC, dated 1-04-06, being6 more particularly described with reference to said survey as follows, to wit:7 The POINT OF BEGINNING being a one half inch iron rod and located at the8 intersection of the northerly edge of the right-of way for Horseshoe Drive and the9 westerly edge of the right-of-way for U.S. Highway 165. From Point Of Beginning10 proceed thence N. 88 degrees 46 minutes 50 seconds W. 164.55 feet along the right-11 of-way for Horseshoe Drive to a one half inch iron rod; proceed thence S 88 degrees12 54 minutes 54 seconds W a distance of 90.28 feet along the right-of-way of13 Horseshoe Drive to a one half inch rod, proceed thence along a curve to the right14 having a radius of 1,382.39 feet, a chord of N. 87 degrees 58 minutes 36 seconds W.15 152.44' to a one half inch iron rod; proceed thence along the right-of way of16 Horseshoe Drive N. 84 degrees 52 minutes 06 seconds W. a distance of 288.47 feet17 to a one half inch iron rod and corner; Thence proceed N. 29 degrees 05 minutes 1418 seconds E. a distance of 889.57 feet to a one half inch iron rod and corner; thence19 proceed S. 60 degrees 40 minutes 46 seconds E. a distance of 622.89 to the westerly20 edge of the right-of-way of U.S. Highway 165 to a point and corner; thence S. 2921 degrees 05 minutes 14 seconds W. 578.26' feet back to the northern right-of-way of22 Horseshoe Drive and the POINT OF BEGINNING.23 * * *24 Section 2. This Act shall become effective upon signature by the governor or, if not25 signed by the governor, upon expiration of the time for bills to become law without signature26 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. Present law creates and provides for the Alexandria Central Economic Development District as a political subdivision of the state. Provides that the district is created for the primary purpose of redevelopment of the central business district. Provides that the district is governed by a board of nine commissioners. Proposed law retains present law. Present law provides that the district is coterminous with House of Representatives District No. 26 as the district may be established from time to time by legislative or judicial action. Provides however, that the district shall include only that area of the house district which is within the municipal boundaries of the city of Alexandria. Proposed law retains present law but also provides that additional territory shall be included within the boundaries of the district. Provides boundary description. Effective upon signature of governor or lapse of time for gubernatorial action. (Amends R.S. 33:2740.46(B)(2))
