MTR VEHICLE/LICEN PLATES:  Creates the "Imagine" prestige license plate
AN ACT1
To enact R.S. 47:463.152, relative to motor vehicle special prestige license plates; to provide2
for the creation, issuance, and design of such license plates; to provide relative to3
the fee and distribution of fees for such plates; to authorize the promulgation of rules4
and regulations; and to provide for related matters. 5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 47:463.152 is hereby enacted to read as follows:7
ยง463.152.  Special prestige license plate; "Imagine"8
A. The secretary of the Department of Public Safety and Corrections shall9
establish a special prestige motor vehicle license plate to be known as the "Imagine"10
plate, provided there is a minimum of one thousand applicants for such plates. These11
license plates shall be restricted to use on passenger cars, pickup trucks, recreational12
vehicles, and vans.13
B. The secretary shall design the plates, which shall be of a color and design14
selected by the Louisiana Food Bank Association, Incorporated, provided that it is15
in compliance with R.S. 47:463(A)(3).16
C. The prestige license plate shall be issued, upon application, to any citizen17
of Louisiana in the same manner as any other motor vehicle license plate.18
D. The department shall collect an annual royalty fee of twenty-five dollars,19
which shall be disbursed in accordance with Subsection E of this Section. This fee20 HLS 11RS-811	ORIGINAL

shall be in addition to the standard motor vehicle license tax imposed by Article VII,1
Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and2
fifty cents for each plate to be retained by the department to offset a portion of3
administrative costs.4
E. The annual royalty fee shall be collected by the department and forwarded5
to the Louisiana Food Bank Association, Incorporated, or its successor organization.6
The monies received from the royalty fees shall be used solely for the purposes of7
funding nonprofit efforts.8
F. The secretary shall adopt rules and regulations as are necessary to9
implement the provisions of this Section.10

Proposed law requires the secretary for DPS&C to issue special prestige license plates to be
known as the "Imagine" license plate. 
Proposed law provides that the prestige license plate shall be issued, upon application, to any
citizen of La. in the same manner as any other motor vehicle license plate.
Proposed law provides for the secretary to design the "Imagine" license plate, with the color
and design to be selected by the La. Food Bank Association, Inc.
Proposed law provides that an annual royalty fee of $25 shall be collected by the department
and forwarded to the La. Food Bank Association, Inc., or its successor organization. The
monies received from the royalty fees shall be used solely for nonprofit efforts. Further
provides that the fee for the license plate shall be the standard registration license fee and
a handling fee of $3.50 to be retained by the department to offset a portion of administrative
costs.
Proposed law provides that the secretary shall adopt rules and regulations to implement the
provisions provided in proposed law.
