LEGISLATIVE PROCEDURE: Provides relative to agency submission of reports to the
legislature, including the David R. Poynter Legislative Research Library
AN ACT1
To amend and reenact R.S. 24:772(A) and (B), relative to reports of agencies submitted to2
the legislature; to provide for electronic submission of such reports;  to provide for3
duties of the David R. Poynter Legislative Research Library relative to such reports;4
to change the number of paper copies required to be submitted to the legislature and5
the David R. Poynter Legislative Research Library; and to provide for related6
matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 24:772(A) and (B) are hereby amended and reenacted to read as9
follows: 10
ยง772.  Distribution of reports11
A. To comply with any provision of law and any resolution requiring or12
requesting the submission of reports to the legislature, it shall be sufficient to provide13
one printed copy of the report to the presiding officer of each house of the14
legislature. In addition, the agency shall send an e-mail notification which contains15
an electronic copy of the report to the David R. Poynter Legislative Research Library16
in such an electronic format as may be determined by the Legislative Budgetary17
Control Council. The David R. Poynter Legislative Research Library shall distribute18
a list of such reports to the members presiding officer of each house of the legislature19
and each member of the legislature via e-mail and, upon the request of a member, via20 HLS 11RS-821	ENGROSSED

paper copy.  Additionally, each agency shall distribute a e-mail a list of or a link to1
its reports and publications to each member of the legislature by mail each year.2
B.  In addition to the distributions required in Subsection A of this Section,3
five printed copies one printed copy of each report shall be filed with the David R.4
Poynter Legislative Research Library. The David R. Poynter Legislative Research5
Library shall be a depository for all reports and shall receive such materials without6
cost within five days of publication.7

Abstract: Provides for electronic copies of agency reports to be submitted to the legislature
and requires only one printed copy of each agency report to be submitted to the
David R. Poynter Legislative Research Library.
Present law requires an agency to submit a minimum of one printed copy of any agency
report issued pursuant to a provision of law or a resolution to the presiding officer of each
house of the legislature.  Proposed law removes this requirement.
Present law further requires the agency to send an electronic copy of the report to the David
R. Poynter Legislative Research Library.  	Proposed law retains present law.
Present law requires the Poynter Library to distribute a list of received reports to the
members of the legislature via e-mail and, upon the request of a member, via paper copy.
Proposed law retains this requirement but adds the presiding officer of each house of the
legislature as recipients of the e-mail. 
Present law requires each agency to distribute a list of its reports and publications to each
member of the legislature by mail each year. Proposed law requires the agency to e-mail a
list of its reports or a link to its reports to each member of the legislature each year.
Present law provides that in addition to the aforementioned requirements, each agency is
required to submit five paper copies of each report to the Poynter Library.  	Proposed law
changes this requirement from five copies to one copy.
