REAPPORTIONMENT/BESE:  Provides relative to the election districts for the election of
members to the State Board of Elementary and Secondary Education
AN ACT1
To enact R.S. 17:2.1 and to repeal R.S. 17:2.2, relative to redistricting; to provide for2
election districts for the State Board of Elementary and Secondary Education; to3
provide for election of members; to provide for effectiveness; and to provide for4
related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 17:2.1 is hereby enacted to read as follows:7
ยง2.1.
 Districts for election of members of the State Board of Elementary and

Secondary Education9
Louisiana shall be divided
 into eight districts for the election of eight of the
10
members of the State Board of Elementary and Secondary Education. One member11
shall be elected from each of the following districts:12
(1) District 1 is composed of Precincts 1, 2, 3, 4, 5, 7, 8, 9, 10, 11, 12, 13, 14,13

Section
 2. (A) The precincts referenced in this Act are those precincts identified as15
Voting Districts (VTDs) in the 2010 Census Redistricting TIGER/Line Shapefiles for the16
State of Louisiana.17
(B) When a precinct referenced in this Act has been subdivided by action of18
the parish governing authority on
 a nongeographic basis or subdivided by action of19
the parish governing authority on
 a geographic basis in accordance with the20
provisions of R.S. 18:532.1, the enumeration in this Act of the general precinct21
designation shall include all nongeographic and all geographic subdivisions thereof,22
however such subdivisions may be designated. The territorial limits of the districts23
as p
rovided in this Act shall continue in effect without change regardless of any24
changes made to the precincts by the parish governing authority.25
Section 3.  R.S. 17:2.2 is hereby repealed in its entirety.26
Section
 4.(A) Section 1 of this Act shall become effective solely for the purposes of27
qualifying and election of members of the State Board of Elementary and Secondary28
Education at the regularly scheduled elections in 201

governor or, if not signed by the governor, upon
 expiration of the time for bills to become1
law without signature by the governor, as provided in Article III, Section 18 of the2
Constitution of Louisiana. If this Act is vetoed by the governor and subsequently approved3
by the legislature, Section 1 of this Act shall become effective for such purposes on
 the day4
following such approval. The provisions of Section 1 of this Act shall be effective for all5
other purposes at noon on January 9, 2012.6
(B)  Section 3 of this Act shall become effective at noon on January 9, 2012.7
(C) The provisions of this Section and Section 2 of this Act shall become effective8
upon
 signature of this Act by the governor or, if not signed by the governor, upon expiration9
of the time for bills to become law without signature by the governor, as provided in Article10
III, Section
 18 of the Constitution of Louisiana. If this Act is vetoed by the governor and11
subsequently approved by the legislature, the provisions of this Section
 and Section 2 of this12
Act shall become effective on the day following such approval.13

Abstract: Provides for the redistricting of the districts for election of eight members of the
State Board of Elementary and Secondary Education (BESE) and provides for the
composition of each of the eight districts. Effective for election purposes only for the
regular elections in 2011 and for all purposes at noon on Jan. 9, 2012.

Present constitution
 provides that BESE is composed of 11 members, eight elected from
single-member districts and three appointed by the governor from the state at large.Present law
 divides the state into eight districts for election of BESE members.
Proposed law redraws district boundaries for the eight BESE districts.  For purposes of
qualifying and election in 2011,
 proposed districts become effective upon signature of
governor or lapse of time for gubernatorial action.  For all other purposes, present districts
remain in effect until noon,
 Jan. 9, 2012, when proposed districts become effective for all
other purposes.	Proposed law
 specifies that precincts referenced in district descriptions are those precincts
