REAPPORTIONMENT/BESE:  Provides relative to the election districts for the State Board
of Elementary and Secondary Education
AN ACT1
To enact R.S. 17:2.1 and to repeal R.S. 17:2.2, relative to redistricting; to provide for2
election districts for the State Board of Elementary and Secondary Education; to3
provide for election of members; to provide for effectiveness; and to provide for4
related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 17:2.1 is hereby enacted to read as follows: 7

 Districts for election of members of the State Board of Elementary and

Secondary Education9
Louisiana shall be divided
 into eight districts for the election of eight of the
10
members of the State Board of Elementary and Secondary Education. One member11
shall be elected from each of the following districts:12

Section
 2. (A) The precincts referenced in this Act are those precincts identified as7
Voting Districts (VTDs) in the 2010
 Census Redistricting TIGER/Line Shapefiles for the8
State of Louisiana.9
(B) When a precinct referenced in this Act has been subdivided by action of the10
parish governing authority on a nongeographic basis or subdivided by action of the parish11
governing authority on a geographic basis in accordance with the provisions of R.S.18:532.1,12
the enumeration in this Act of the general precinct designation shall include all13
nongeographic and all geographic subdivisions thereof, however such subdivisions may be14
designated. The territorial limits of the districts as provided in this Act shall continue in15
effect without change regardless of any changes made to the precincts by the parish16
governing authority.17
Section 3.  R.S. 17:2.2 is hereby repealed in its entirety.18
Section
 4.(A) Section 1 of this Act shall become effective solely for the purposes of19
qualifying and election of members of the State Board of Elementary and Secondary20
Education at the regularly scheduled elections in 2011, upon signature of this Act by the21
governor or, if not signed by the governor, upon
 expiration of the time for bills to become22
law without signature by the governor, as provided in Article III, Section 18 of the23
Constitution of Louisiana. If this Act is vetoed by the governor and subsequently approved24
by the legislature, Section 1 of this Act shall become effective for such purposes on
 the day25
following such approval.  The provisions of Section 1 of this Act shall be effective for all26
other purposes at noon on January 9, 2012.27
(B)  Section 3 of this Act shall become effective at noon on January 9, 2012.28 HLS 11RS-964	ORIGINAL

(C) The provisions of this Section and Section 2 of this Act shall become effective1
upon
 signature of this Act by the governor or, if not signed by the governor, upon expiration2
of the time for bills to become law without signature by the governor, as provided in Article3
III, Section
 18 of the Constitution of Louisiana.  If this Act is vetoed by the governor and4
subsequently approved by the legislature, the provisions of this Section

Abstract: Provides for the redistricting of the districts for election of eight members of the
State Board of Elementary and Secondary Education (BESE) and provides for the
composition of each of the eight districts. Effective for election purposes only for the
regular elections in 2011 and for all purposes at noon on Jan. 9, 2012.

Present constitution
 provides that BESE is composed of 11 members, eight elected from
single-member districts and three appointed by the governor from the state at large.Present law
 divides the state into eight districts for election of BESE members.
Proposed law redraws district boundaries for the eight BESE districts.  For purposes of
qualifying and election in 2011, proposed districts become effective upon signature of
governor or lapse of time for gubernatorial action.  For all other purposes, present districts
remain in effect until noon,
 Jan. 9, 2012, when proposed districts become effective for all
other purposes.	Proposed law
 specifies that precincts referenced in district descriptions are those precincts
identified as Voting Districts (VTDs) in the 2010 Census Redistricting TIGER/Line
