COURTS/COURT COSTS: Provides for court costs to implement an integrated juvenile
justice information system
AN ACT1
To amend and reenact Code of Criminal Procedure Article 887(F)(1), relative to liability for2
costs; to provide for court costs in criminal matters; to provide for the use of the3
proceeds of such costs; to provide relative to an integrated juvenile justice4
information system; to create an Integrated Juvenile Justice Information System5
Fund; to provide for the distribution of funds; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. Code of Criminal Procedure Article 887(F)(1) is hereby amended and8
reenacted to read as follows: 9
Art. 887.  Defendant's liability for costs; suspension of costs; no advance costs10

F.(1) In addition to the costs provided in Paragraphs A, C, D, and E, a person12
convicted of a felony, a misdemeanor, or ordinance of any local government,13
including a traffic felony, a traffic misdemeanor, or a local traffic violation, shall be14
assessed an the following court costs:15
(a) An additional two dollars as a special court cost; cost, provided that such16
additional cost shall be one dollar in mayor's courts in municipalities with a17
population of two thousand or less. Such special costs shall be imposed by all18
courts, including mayor's courts and magistrate courts, and shall be used for19

management information system and for the fast-tracked prototype development of1
the criminal disposition component thereof in order to define and meet the needs of2
clerks of court, trial court judges, law enforcement and corrections officials, the3
supreme court, the legislature, and the general public.  The proceeds of the special4
cost shall be deposited in the state treasury monthly on or before the tenth day of5
each calendar month. After compliance with the requirements of Article VII, Section6
9(B) of the Constitution of Louisiana, relative to the Bond Security and Redemption7
Fund, and prior to monies being placed in the state general fund, an amount equal to8
that deposited in the state treasury, as required above, shall be credited to the special9
fund hereby created in the state treasury to be known as the Trial Court Case10
Management Information Fund. The disbursement of the proceeds from the fund11
shall be made on the warrant of the judicial administrator of the supreme court drawn12
on the state treasury.  The monies in this fund shall be used solely for the purposes13
identified in this Paragraph Item, including necessary and associated administrative14
expenses. All unexpended and unencumbered monies in this fund at the end of the15
fiscal year shall remain in such fund. All monies in this fund shall be invested by the16
state treasurer in the same manner as monies in the general fund with interest earned17
on the investment of these monies credited to this fund following compliance with18
the requirements of Article VII, Section 9(B), relative to the Bond Security and19
Redemption Fund.20
(b) An additional one dollar as a special court cost.  Such special court cost21
shall be imposed by all courts, excluding mayor's courts in municipalities with a22
population of two thousand or less and magistrate courts, and shall be used for the23
implementation of an integrated juvenile justice information system for use in all24
courts exercising juvenile court jurisdiction.  The integrated juvenile justice25
information system is a court case management and database system designed to help26
courts effectively manage their dockets and generate information about the27
timeliness of case processing and the outcomes of case filings. The proceeds of the28

day of each calendar month. After compliance with the requirements of Article VII,1
Section 9(B) of the Constitution of Louisiana, relative to the Bond Security and2
Redemption Fund, and prior to monies being placed in the state general fund, an3

Present law provides that in addition to other costs, a person convicted of a felony, a
misdemeanor, or ordinance of any local government, shall be assessed $2 as a special court
cost to be imposed by all courts and shall be used for implementation of the master plan for
the development of a trial court case management information system and for the fast-
tracked prototype development of the criminal disposition component thereof.
Present law provides for the procedure by which the funds shall be deposited into and
disbursed from the special Trial Court Case Management Information Fund. 
Proposed law retains present law and provides for an additional special court cost of $1
which shall be imposed by all courts on any person convicted of a felony, a misdemeanor,
or ordinance of any local government, and which shall be used for the implementation of an
integrated juvenile justice information system. Provides an exception for certain mayor's

Proposed law creates the Integrated Juvenile Justice Information System Fund and provides
for the procedure by which funds are deposited into and dispersed from this fund.
