COURTS/COURT COSTS: Provides for court costs to implement an integrated juvenile justice information system AN ACT1 To amend and reenact Code of Criminal Procedure Article 887(F)(1), relative to liability for2 costs; to provide for court costs in criminal matters; to increase such costs; to3 authorize the use of such costs for the implementation of an integrated juvenile4 justice information system; and to provide for related matters.5 Be it enacted by the Legislature of Louisiana:6 Section 1. Code of Criminal Procedure Article 887(F)(1) is hereby amended and7 reenacted to read as follows: 8 Art. 887. Defendant's liability for costs; suspension of costs; no advance costs9 * * *10 F.(1) In addition to the costs provided in Paragraphs A, C, D, and E of this11 Section, a person convicted of a felony, a misdemeanor, or ordinance of any local12 government, including a traffic felony, a traffic misdemeanor, or a local traffic13 violation, shall be assessed an additional two three dollars as a special court cost;14 cost, provided that such additional cost shall be one dollar in mayor's courts in15 municipalities with a population of two thousand or less. Such special costs shall be16 imposed by all courts, including mayor's courts and magistrate courts, and shall be17 used for implementation of the master plan for the development of a trial court case18 management information system and for the fast-tracked prototype development of19 the criminal disposition component thereof in order to define and meet the needs of20 HLS 11RS-915 ENGROSSED HB NO. 556 Page 2 of 3 CODING: Words in struck through type are deletions from existing law; words underscored are additions. clerks of court, trial court judges, law enforcement and corrections officials, the1 supreme court, the legislature, and the general public, and for the implementation of2 an integrated juvenile justice information system for use in all courts exercising3 juvenile court jurisdiction. The proceeds of the special cost shall be deposited in the4 state treasury monthly on or before the tenth day of each calendar month. After5 compliance with the requirements of Article VII, Section 9(B) of the Constitution of6 Louisiana, relative to the Bond Security and Redemption Fund, and prior to monies7 being placed in the state general fund, an amount equal to that deposited in the state8 treasury, as required above, shall be credited to the special fund hereby created in the9 state treasury to be known as the Trial Court Case Management Information Fund.10 The disbursement of the proceeds from the fund shall be made on the warrant of the11 judicial administrator of the supreme court drawn on the state treasury. The monies12 in this fund shall be used solely for the purposes identified in this Paragraph,13 including necessary and associated administrative expenses. All unexpended and14 unencumbered monies in this fund at the end of the fiscal year shall remain in such15 fund. All monies in this fund shall be invested by the state treasurer in the same16 manner as monies in the general fund with interest earned on the investment of these17 monies credited to this fund following compliance with the requirements of Article18 VII, Section 9(B), relative to the Bond Security and Redemption Fund.19 * * *20 DIGEST The digest printed below was prepared by House Legislative Services. Present law provides for the procedure by which the funds shall be deposited into and disbursed from the special Trial Court Case Management Information Fund. Proposed law increases the special court costs which shall be assessed from $2 to $3 for the implementation of an integrated juvenile justice information system. (Amends C.Cr.P.
