REAPPORTIONMENT/JUDGES:  Provides for a minority judgeship in the 32nd JDC upon
the retirement of the next district judge
AN ACT1
To amend and reenact R.S. 13:477(32) and 621.32, relative to the Thirty-Second Judicial2
District; to provide for election sections for the Thirty-Second Judicial District; to3
provide for the assignment of judgeships for election purposes; to provide for the4
election of judges; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section
 1. R.S. 13:477(32) and 621.32 are hereby amended and reenacted to read as7
follows:8
§477.  Judicial districts9
There shall be forty judicial districts in the state and each district shall be10
composed as follows:11

(32) The parish of Terrebonne shall compose the Thirty-Second District.13
The Thirty-Second District shall consist o
f two election sections.  Election section

one shall consist of Precincts 23,
 31, 33, 34, 41, 46, 48, 49, 71, 78, and 80 of

Terrebonne Parish.
  Election section two shall consist of Precincts 1, 4, 5, 7, 8, 9, 10,
16
11,
 12, 13, 14, 15, 17, 18, 19, 20, 21, 24, 25, 27, 28, 29, 32, 35, 36, 38, 40, 42, 43, 44,

45,
 47, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, 62, 63, 64, 65, 66, 67, 68, 69, 70, 72,
18
73, 74, 76, 81, 82, 83, 84, 85, 86, 87, 88, 89, and 90 of Terrebonne Parish.19

§621.32.  Thirty-Second Judicial District1
The Thirty-Second Judicial District Court shall have five judges. One judge2
shall be elected from election section one, and four judges shall be elected from the3
district at large.4
Section 2.(A)  The precincts referenced in this Act are those precincts identified as5
Voting Districts (VTDs) in the 2010 Census Redistricting TIGER/Line Shapefiles for the6
State of Louisiana.7
(B) When a precinct referenced in this Act has been subdivided by action of the8
parish governing authority on a nongeographic basis or subdivided by action of the parish9
governing authority on
 a geographic basis in accordance with the provisions of R.S.10
18:532.1, the enumeration in this Act of the general precinct designation shall include all11
nongeographic and all geographic subdivisions thereof, however such subdivisions may be12
designated. The territorial limits of the election sections as provided in this Act shall13
continue in effect without change regardless of any changes made to the precincts by the14
parish governing authority.15
Section
 3.(A) The first vacancy created by the death, resignation, retirement, or16
removal of a judge of the Thirty-Second District occurring after the effective date of this Act17
shall be filled by election from election section one of the Thirty-Second District and such18
judgeship shall be assigned to election section one for election purposes thereafter.19
However, if no
 election has occurred or is scheduled to occur to fill a vacancy in such a20
judgeship from election section one prior to the opening of qualifying for the regular21
statewide elections in 2014,
 the regular election to fill the judgeship designated as Division22
C of the Thirty-Second District shall be held in election section one, and such division shall23
be assigned to election section one for election purposes thereafter.24
(B) The remaining judgeships not assigned to election section one as provided in this25
Section shall be assigned to the district at large for election purposes.26
(C)  The provisions of this Act shall not reduce the term of office of any27
